David W. Johnson and the Planning Board for Jefferson County:
ln response to an email copied to us today by David W. Johnson, including comments by Mark
Jochems of Jefferson County Planning Board, please review our following comments.
As you know, we have invited and met with the Tribes over a period of +/- 10 years during the
arduous development process at Jefferson County (see data on file with David W. Johnson
including our invitations to meet and follow up correspondence)
The developer has addressed issues based on the BOCC recommendations relating
to environmental disturbance, surface water retained on site, a salmon safe program
for irrigation, chemicals, pesticides and a 50% reduction in the golf course lands, monitoring the
aquifer and the harbor waters as well as meeting the guidelines for wet-land preservation and a
complete reconfiguration of the development because of the 2010 Shoreline Management
Plan.
The Tribes have been invited in writing to inspect the lands, as verified through our
correspondence to them. We have completed an extensive excavation program including a
repCIrt based on at least 60 locations identified by the Tribes for archeological inspections to
evidence for historical indigenous artifacts within the site (none were located).
Mark Jochems as a new Planning Board Member, has failed to research the +l- 10 years of
exhausted reports and studies and amendments that the applicant has completed through
recommendations by other Planning Boards.
ldentifying potential conflicts of interests by opposing groups who offer services to the public
sirnilar to those proposed at Pleasant Harbor Resort Community should not have validity in this
application.

While Mr. Jochems is asking this current Planning Board to take another Deep-Breath, we
would recommend that:
Since it is obvious that the Tribes as well as many of the Planning Board Members have
failed to read the validations that have been recorded within thousands of pages of
expert reports and peer reviews.

Since many of the Planning Board Members have failed to walk the site and view
the improvements to the property that were completed through the Binding Site Plan,
as well as the present status of the Black Point lands formatted as a 500 unit American
campground.
Since many of the Planning Board Members are not considering or aware of the
consequences to the community of Brinnon and South-Central Jefferson County
destined for a probable economic collapse without the capital investment of a
conscientious development such as Pleasant Harbor Resort Community.
The resources invested and revenues generated would provide employment and
recovery of the necessities for living at Brinnon, Washington, including the benevolence
of the developer on the economy and health-care.
And since the Planning Board Members appear focused only on those negative opinions
that have been addressed previously by the developer, it should not be necessary to ask
the developer to review these validations additional times.
We therefore, recommend that the current Planning Board be provided the opportunity to
meet the applicant developer and our expert consultants in order that a question and answer
session expose the facts for an intelligent understanding of the process and procedures that
have been followed by the applicant over a +l- 70 year application process.
Please provide dates and times for the current Planning Board to learn and understand the
reality of the Pleasant Harbor Resort Community.
