Specifically the May 19, 2006, March ll,2016 and the March 15 2016. Comparing those letters you will see that they have the same concems. There will be some supporting letters coming from the tribe also. I conclude that Jefferson county has clearly ignored the Tribes concerns since 2001. They have been denied access to this property, for them to complete their own studies. They were not given proper notice that the FSEIS was about to close December 4th. I can go on and on with how this has been mishandled, with the tribe being excluded from the process, for the last decade. It is a very reasonable request for the tribe to be allowed to comment on all conditions and mitigation added, BEFORE WE VOTE. I am not happy to vote for approval with conditions, knowing that the conditions were rushed at best. Or, as will probably be necessary to add too later. WE owe the Tribe the privilege of commenting before we vote. The lack of communication and consideration for the Tribes views has to stop now. I am very certain that the BOCC would agree with this. Everybody needs to take a deep breath, and consider the Tribes position. I would also like to point out that we have had no discussions on Phase 18, The Marine Village, which is the next construction phase to be completed. And of course I will have questions. I will be presenting draft language to amendment the development regulations to address the Tribe's concerns at the April 5th meeting. This draft has nothing to do with the development agreement. I understand that you will be presenting a draft document for approval at the April 6 Planning Commission meeting. As I understand it, this document will form the basis for the requirements of the development agreement. Because this is such an important document, the Tribe will need to review it in detail, and possibly discuss it with Tribal Council. It is not likely that we will have time between now and the April 6 meeting for this level of review and the next Tribal Council meeting is not until April 11. I would like to again request a packet of letters from the tribe concerning all the attempts at communication that have been made between Jefferson County, the Tribe and the Developer. Going back to 2001 and before if applicable. I would appreciate it if these were included in our agenda packet sent to us electronically. Of particular interest will be those letters written just after the first EIS. In 2007 and 2008. One of the perplexing things for me has been why the kettles were not set aside at that time. The tribe has expressed strong concern toward their preservation recently. And I would like to think they had the same concerns in 2007. As a resident and business owner here since 1993. I am saddened that PGST's concerns now appear that they have been largely ignored. It doesn't make me proud to be a resident here. But the past does not have to be the future. I as one citizen would like to commit to building a better relationship with PGST. If there is anything I can do, as one person, I would like to make myself available to build that better relationship. Thanks to everyone for their concerns and efforls.
