The following is the chronology of major events for the past year as well as the future plans for 2016117. 1. The Phase iA has been completed including 2 new Marina Docks and Fuel Tanks, a rebuilt structure for public washrooms and laundry, a new swimming pool and change rooms, and the new Galley Kitchen and Pub. 2. The SEIS, as included in SEPA, was completed late last summer and released to the public end of 2015 by Jefferson County. This included the draft and the peer review with independent authorship. 3. A public hearing in front of the Planning Board by this writer in January yielded similar results. Most people did not read the 300 + pages of reports, and therefore, rrost were completely uninformed and unable to respond with knowledge. 4. The Tribes have now asked to be re-engaged, which is contrary to SEIS regulations. The County concurs that we are not obligated to preselve more than 1 Kettle. 5. I have informed our consultants, in an effort to move Pleasant Harbor Marina Community forward, that we agree to reduce our density to 460 residential units, and to relocate the Waste Water Treatment Reservoir outside of the Kettles, so thereby the Tribes arguments would be addressed. 6. Based on our agreement to provide community educational opportunities, to assure traditional tribal access to cultural properties, and to redesign the storm-water and waste-water management systems to completely avoid the use of the Kettles, the Water Quality Protection & Monitoring Plan in regard to the wetlands and the U.S. Corps-of-Engineers will not affect jurisdictional requirements since the wetlands are not impacted. There will be no changes required to our monitoring plan, since there is no run-off of water from the site. 8. The Project Management Plan will be passed as well, with the decision for utilizing organic growth nutrients under the Agricultural National Organic Program. 9. Finally, the Department of Fish and Wildlife was contacted by the consultants and this writer, in order to prevent the diminishment of tribal wildlife. The local Elk Herd has never migrated through our property, and therefore it is unlikely to occur. Should the Elk choose to migrate through the property, we would not take issue with their presence. SUMMARY: The next step is fbr the new Planning Board to complete and present their recommendations to the County Commissioners. This should occur by June 2016, and this writer will again be required to address another public presentation. We anticipate that permits would be released late summer 2016. As you can see from the aforementioned, this is a very arduous development and permitting process that is also extremely expensive. The Investors have not been asked to contribute to cash calls. Should you require any further information, please do not hesitate to contact this writer.
