Well lt is a very interesting life I lead. Ye$ I was told
this rneeting happened because of the work I have
done. I say that it just "needed to Happen" Couple of
errors in it lts 890 units not 190, and The tribe was
granted free access to the land in the 1855 treaty. But
They have not been granted free access for the last
11 years, by the present owner and developer. I Get to
go $ee the kettles agaln this Thursday. But I have to
sign a relsase. And I will celebrate earth-day,with a
Kayak trip around Black Point on Friday. Weather
perrnitting. I will say lt has been my pleasure to be
as$ociated with this Trlbe and be working to pre$erve
their spiritual and cultural heritage.

Morning Councilor Kler:
Unfortunately, the approval system is seriously flawed at Jefferson County.
It has become a system based on Hear-Say more than on Expert Reports & Facts
As the Applicant, we were required to commission expert reports & peer reviews at 7 figure costs.
Regrettably, it is a waste of time & money since the reports are ignored and not read by The
Planning Board & the County Commissioners (as relayed to us).
Because of the Sensationalism of the Press, where the headlines are controversial from persons
who do not live in the County and who make up untruths, the public is misled on the facts .
EXAMPLES:
1) For 10 years a main concern presented has been the apparent pollution from Pleasant Harbor
Marina & Recreation Area impacting negatively the shellfish from water run-off containing
nitrates, phosphates, pesticides and herbicides.
This statement is simplv untrue. "The contours and retention ponds prevent water run-off.
* We do NOf use nitrates, phosphates, or non-organic materials
for
ferlilizers, or pesticides.
*Fertilizers are an organic make-up of natural peat and REV
which is a
approved by
roofs.
Pro-Turt Formula of liquid organic humic compounds as
the Salmon Safe Program, because the focus is healthy grass
2) For 10 years a concern presented was that Pleasant Harbor Marina & Recreation Area would
deplete the Aq u ifer causi ng Salt-Water-l ntrusion
This statement is also untrue: * Our Hydrogeology Reports confirm more water captured
& processed
through a Waste Water Treatment Plant, and where C/ass A
water is then re-infiltrated into the Aquifer through bio-
sura/es. The end
result is a positive percentage of fresh water impacting the
Aquifer.
*Our repofts show a mandated monitoring program of the Aquifer.

3) We have been accused of causing undue stress & accidents on Highway 101 with increased
traffic.
This statement is also exaqqerated: * Traffic r'ssues are determined by traffic impact studies (TIA)
assessed by Washington Department of Transportation
based
on traffic loads designed by engineers.
Highway 101 is capable of carrying additionaltraffic that
includes
Acceleration and Deceleration turning lanes at Black Point
Rd
4) We have been accused of a lack of concern for the environment by disturbing more land than
is reasonable.
This statementis a/so untrue: "We have addressed the carbon footprint issue by specifying healthy
Geothermal heat and cooling for the Recreation Area.*We have redrawn the golf course to match the contours to reduce
The relocation of dirt.*We have reduced the golf course to g holes to meet the request of
S'Klallam Tribe to reduce disturbance.* We have reduced the impervious footprinf fo /ess than 12%* We have agreed with S'Kallam Tribe that Kettle B and C not be
used
for water retention and instead they can administer and beautify
fhese
areas for spiritual benefits.
SUMMARY
With all the benefits to the community for families and the creation of needed employment, it is a
shame that an application for Pleasant Harbor Marina & Recreation Community needs to encompass
10++ years of time and money.
It is a shame that with each new election of officials, that we are asked to basically start over again,
recognizing that we have now attended +/-20 public hearings on this application.
Most of all, it is a shame that the decision makers are not able or allowed to understand the facts by
talking and walking with the applicant through the site and the site plan in order to grasp clearly the
proposal.
Hopefully now that all the Parties have agreed to work collaboratively with open dialogue-
communication, we are able to move forward with permits for the summer of 2016.
We will continue to share our progress with all parties

Hello Planning Commissioners,
My thanks to those of you that attended the site visit yesterday. We appreciate you taking the time to listen to my
description of improvements at the marina property and some background on work we have done to address
concerns. I especially appreciate the time to review our attempts to meet with the tribes and my involvement with that
communication and discussions over the years. lt is unfortunate that everyone could not attend. I don't have an e-mail
for Jean so please pass on my appreciation to her.
At Mr. Mann's request l've attached a short summary of the community benefits, including addressing some of the
issues that were discussed today during the property tour.
We are pleased that you had the opportunity to see how the planning has been proposed and the efforts we have taken
to accommodate quality facilities and protect the environment to benefit our community.
Our president, Garth Mann has agreed with the Port Gamble S'Klallam Tribe that the main Kettle B should be preserved
and enhanced in beauty by the Tribe to protect their spiritual and historical needs.
