There will be at least one more public hearing with the BoCC in which is subject will be f ully discussed. For me, the discussions in the body of the FSEIS about the BOCC conditions and the chart you refer to are incomplete and difficult to use. Again, the conditions related to the tribes are a good example. The structure of it seems to be 1. here is the condition 2. look in another place or places fbr what has been done or is being proposed. Electronic links would be helpful or a ditl'erent structure. As you know, this complex and difficult to navigate around document was given to both the public and the Planning Commission over the holidays and there was a very short time to figure out all this at a time when people had othcr plans. Those 30 conditions only need be complied with prior to signing a final Development Agreement. The county ordinance puts about 30 conditions on the mpr . The FSIIIS was to address all conditions adequately . The FSEIS did not adequately address all conditions . The Port Gamble S'Klallam fribe has pointed out how the county did not adequately address the conditions related to them . Thcrc are likely other conditions that are not met . So, thc IiSEIS is not "out ol'scquence" . The FSIIIS is incomplete . The Brinnon Group suggested several times that county staff prepare a chart of the conditions and how they had been met in the FSEIS . This chart would be used both by the county officials and by the public to understand the FSEIS . Our recommendation was ignored o Accountability by county staff and elected officials for the situation that now exists with the FSEIS rcquires such a chart and such a discussion so that county officials and the public can have this irnportant discussion . l'he FSIIIS is incomplete, not in compliance with the conditions 2
