RE: Revised Deadline - Development Regulations for Pleasant Harbor Master Planned Resort
Dear Ms. Koan and Planning Commission mernbers,
On May 3,2A76, the Board of County Comrnissioners wrote to the Planning
Comnrissioners establishing a June 20, 2016 deadline for the Planning Commission to send the
BorrC a recommendation on the draft development regulations for the Pleasant Harbor Master
Planned Resort (MPR). The June 20 deadline allowed the Planning Commission more than 45
flsr7s to complete its work, including four scheduled meetings on May 4, May 18, June 1, and
June 15.
At the Planning Commission's meeting on June 1,2Q1,6, Chair Koan noted that the
County's lead staff on the MPR project had been ill before and during one of the Planning
Commission's meetings, and that this had impeded the Planning Commission's progress on
reviewing the development regulations. Chair Koan asked if the County Commissioners would
be willing to extend the deadline to compensate for that absence of staff.
While the Board of County Commissioners must continue to hold the Planning
Coi r nri;sion accountable for completing its work in a timely fashion, we are wllling to extend
thc iiL:,:Cline to compensate for the absence of staff. Accordingly, the deadline for the Planning
Corirmission to send to the Board of County Commissioners its recommendations on the draft
development regulations for the Pleasant Harbor Master Planned Resort will be the close of
business on Monday,.luly 11, 2016. This gives the Planning Commission its scheduled meeting
on July 6 to formulate its recommendation on the draft developrnent regulations.
lf the Planning Commission does not provide a written recommendation to the Board by
July 11, the Board will consider there to be no recommendation from the Planning Commission.
Thereafter, with or without a recommendation from the Planning Commission, the Board will
unrlr:rtrke its own deliberations on the development regulations, may hold its own public
her,i;-r:i on additional modifications, and intends to adopt a set of final development
r€1,,1.l,,onr for the Pleasant Harbor MPR.

On a separate but paralleltrack, the County is continuing its consultation with the Port
Gamble S'Klallam fribe and discussions with the project applicant, and will determine if it will
furtlrer refine a development agreement that is separate from the development regulations.
The dcvelopment agreement, once executed, will be an agreement between the County and
Th(r St.rtesman Group that governs muclr more directlythe specifics of the developmentthe
Sti r:.,rrlr..n Group and any successors can build inside the MPR. Before the Board adopts a
de,"' ,loirrnent agreement, the Board will refer the final proposed development agreement to
the Planrting Commission for Planning Commission review and recommendation.
The County Commissioners continue to recognize and value the time and dedication the
Planning Commissioners have devoted to this matter, and look forward to your
recommendation.
