Statesman Group of Companies, the developer of Pleasant Harbor Marina & Recreation Community is proposing to
build a recreation center on a special parcel of approximately 22acres overlooking the views of Sea Waters of Hood
Canal, and donate both the commercial component or strata title of the building and land to the state. The idea is to
create a year-round amenity which would appeal to families who would be interested in calling the Pleasant Harbor
Community home, while also serving as an attraction for North American Tourists searching for athletic, recreation and
medical health ambience and amenities.
Located in Jefferson County in close proximty to Olympia National Park covering 252 acres, overlooking beautiful
Pleasant Harbor. The community is on the east side of Highway 101, and within 5 minutes from Brinnon, Washington.
Upon completion, Pleasant Harbor Community will have 460 Residential Cottages, Villas, Chalets and Short-Term
Terraces, Staff Housing and hiking & biking trails, outdoor amenities, and recreation area.
The portion of land being proposed is on the Black Point Golf Course Lands of Pleasant Harbor. A portion of this land
includes the former R.V. Campground, which has been reclaimed from the refuse of its previous use. Attached to hiking
and biking trails, and turned into a beautiful family park area shadowing LEED Gold Standards, is the intent for
reclaiming the lands. This outdoor park includes a children's playground, tennis courts, pickle ball courts, a 9-hole golf
course, outdoor adult fitness area, and plenty of open play space for soccer and a future field house.
Statesman Group is proposing to build a Recreation Centre, which will include;
o 3 Swimming pools (Olympic & Recreation), and a water slide pool
o lndoor climbing and Avatar Roller Coaster Zip Line
o Fitness Centre, Rejuvenation Programs & Spa
o Bistro, Lounge & Outdoor eating area
o Convention & Rental Meeting areas
o Sports Rehabilitation offices
o Pickleball, Badminton, and Court sports
o Running Track and Athletic Training area
o Family Discovery Center
ln order to finance this community resource, Statesman Washington Group will be asking for the support of a variety
of stakeholders who would all benefit from the increased attraction to the community
OPTIONS:
o Statesman Group will donate the land and building to the State of Washington. The eventual owner is
proposed to be Jefferson County. The State (through the IRS) will issue Tax Credits based on the appraised
value of the Land & Community Recreation Structure.
o A Municipal Bond will be sold by the state, providing low interest tax exempt bonds to support the
development
o Tax lncrement Financing would be the considered base on the improved property values as a result of the
development of the Recreation Centre.
o The building would be owned by Jefferson County, and operated through a 50-year not for profit lease by
Statesman Washington Group, with Statesman committing to cover any potential shortfalls from operations.

Dr. M. Garth Mann - CEO, The Statesman Group
Garth Mann's career has straddled many venues, from practicing as an Optometrist at the Lake
Bonavista Medical Center, to developing Medical and Senior Centers, and Active Adult
Communities in Canada and the US.
Dr. Mann loves to be active and enjoys amenities that are useful and are an attraction to
developing future properties and encouraging potential prospects who want to live in a

Alana M. Mann - Executive Vice President and General Manager - USA, The
Statesman Group
Alana Mann acquired a Bachelor of Science Degree from University of Memphis in 1994 while
attending University on a full scholarship representing the Women's Golf Team. Ms. Mann
began full-time employment for the Statesman Canadian Corporation as the General Manager
in January 1995.
ln L997, company plans for the Senior Care Developments expanded to the United States necessitating the transfer of
Ms. Mann to Phoenix, Arizona. Since coming to the United States, Ms. Mann has been responsible for the start-up of
the US Corporate Office and all operations involved. Responsibilities include acquisitions and development of new
properties, managing of the day-to-day operations, implementation of US Corporate policies and procedures
maintaining corporate reports and forms, human resource compliance, overseeing sales and marketing efforts, and
working with financiers in developing project pro-formas and banking solutions.
Jeff Mann - Director of Construction, The Statesman Group
Mr. Mann grew up as part of the Statesman Group and has contributed to all aspects of
numerous developments and successful growth of the businesses for over 15 years. He currently
oversees the construction of thousands of multifamily units throughout North America. Mr.
Mann has completed numerous industry construction, project management and safety courses.

Kevin lngalls, C.A. - Chief Financial Officer, The Statesman Group
Mr. lngalls graduated from the University of Calgary with a Bachelor of Commerce and obtained
his Chartered Accountant designation with Deloitte & Touche in 1995. Prior to joining the
Statesman Group in 2003, Mr. lngalls was a Senior Tax Manager with Deloitte's real estate group
and a graduate and teacher for the Canadian lnstitute of Chartered Accountants ln-Depth Tax
Courses. He has also completed the Canadian Securities Course and several Professional Home
Builders lnstitute Master Builder courses.
While at Deloitte & Touche, Mr. lngalls was an advisor to numerous prominent public and private real estate
corporations. Since joining Statesman, Mr. lngalls has managed all financial details for numerous ventures involving
multifamily condominium & senior housing construction, land development, resort development & operations, and
condominium corporation operations comprising hundreds of millions of dollars.
Morgan Tingle, LL.B., MBA - General Counsel
After graduating from the University of Alberta with a Bachelor of Laws and a Masters in Business
Administration, Mr. Tingle practiced with Canada's largest national law firm before pursuing his
own law practice focused on real estate development and corporate securities and finance.
Mr. Tingle has advised many clients through the real estate development process and has acted
as both legal counsel and developer. Mr. Tingle's practice also focused on structuring both equity
and debt financings on behalf of public and private companies alike. At Statesman/Manor Village, Mr. Tingle oversees
all legal operations for the company as well as participating on the Senior Management team in directing Statesman's
developments from concept through construction to completion.
Brad Lohman, VP Operations - The Statesman Group, The Manor Village
Mr, Lohman first graduated with his Registered Psychiatric Nursing Diploma from the
Saskatchewan lnstitute of Applied Arts and Sciences in 1992. Since graduating with his diploma,
Mr. Lohman has acquired his Bachelor of Nursing Science (Hons), and Masters of Nursing/Health
Ad m i nistration from Charles Stu rt U niversity, Austra lia.
Mr. Lohman has held a numberof Program Development and Leadership roles overthe course of his 24 year career.
ln his current Vice President of Operations role at the Manor Village Life Centers he coordinates, plans, implements,
monitors, directs and evaluates all aspects of operations including supervision & support. He also ensures that each
senior community meets financial expectations and maintains high Resident and family satisfaction.
Jamie McArthur - Marketin& Statesman Group
Mr. McArthur graduated with a degree in Human Kinetics - Sports Administration in 1991. For

Private-Public Ventures are becoming the new NORM in developing needed amenities for benefitting communities. ln
the case of Jefferson County, the process of developing needed amenities can be effectively planned to not have any
capital risk to the various levels of government involved.
This recreational area has a population that grows by as much as ten-fold for 80 to 90 days each year.
Pleasant Harbor is unique, with a 300 slip marina offering the opportunity for boating, kayaking, paddle boarding, clams
& oysters & fishing, plus Golf Courses, plus an enviable year round temperature that has less rain than most realize.
However, the area has struggled to attract growth & employment, and as a result it has not prospered in comparison
to other similar communities such as Gig Harbor & San Juan lslands.
When a population base does not have a healthy growth cycle, local businesses suffer. To sustain a community outside
the usual prime 80 to 90 doys, a municipality requires diversification sustaining important tax revenues that are

The ideal location for a public Recreational Center should feature the view of the prime attraction to the area, "the sea
waters of Hood Canal. lmportantly, there is space for activities such as hiking and mountain biking, and have proximity

Since the January 6th 2016 Planning Commission Meeting at Brinnon School, the associates of Pleasant
Harbor Marina have been deluged with numerous questions. Following are a sample of Questions with

With a number of the community members asking for a decrease in the size of the proposed Pleasant Harbor
development, has Statesman considered this option?
The 2008 FEIS wos opproved with conditions based on The Comprehensive Plan for a Master Planned
Resort for land areo of +/- 300 acres. The Pleasant Harbor Resort wos approved for 890 units. (plans
included accommodotion for 104 staff housing).

Statesmon has reduced the approved 2008 plon by relocoting the development owoy from the shoreline
(Shoreline Monagement Plon); reducing the golf course to o t hole quolity course, ond reducing the
environmentolfootprint to an impervious oreo of only L2% of the land areo enabling most of the healthy
trees ta remain ond sustoin the character of the property. We volunteered to reduce the density to +/-
465 residential units, should this issue be o legitimate concern.
What are the present thoughts from Statesman in terms of developing the site?
We are frustroted following o 70 year opproving process, however, most members of the community
support the development recognizing the benefits to the community. We trust thot the Board of County
Commissioners will see the value to the community through the use of the amenities and increase in
quality employment.
What amenities would be made available to the community of Jefferson County?
Our name "Pleosant Horbor Marina & Recreation Community" is intended to attract people
throughout the state of Washington and other areas through a programs known as Sports Tourism and
Wellness Rejuvenation Tourism. People migrate to areas that provide entertainment with amenities so
consistency of visitors year round is achieved. This is important for our Millennial Generation of
employees, enabling them to find year-round employment versus seasonal work. We depend on
Jefferson County to support the growth within this area. Membership and Facility Fees will be available
for indoor activities of :
A Fitness Center; 2 Pools & Slide; Exercise Classes; Gym Activities; Pickle Ball; Bodminton; Squosh

The Port Gamble S'Klallam Tribe is concerned that the on-site large Kettles might have spiritual and historic significance.
Willthis impact the approvals?
No. We met with Jeromy Sullivan of Port Gamble S'Klollom Tribe ond cancurred with their concern. lf
they find on historic reference to the 2 mojor kettles, we will honor their request to leove these areos
notural, providing thot the Tribe would honor this site by enhancing the areo for others to appreciate its
significant value and beauty.
What other concerns did the Port Gamble S'Klallam Tribe indicate in terms of protecting the environment?
Other thon what we have proposed to enhonce the enviranment os formatted in-depth in aur SEIS
reports, we have plonned for a hydro-corbon free geothermal heolthy heat and cooling system of the
structures. As well, we are storing on-site +/- L3 million gallons ot' surface ond Class A woter t'rom the
Waste Water Treatment Plant for irrigati.on and fire-smort progroms. This means with our contours, no
woter from the site will migrote into Hood Conal & impoct shell-fish. The Aquifer is protected, plus we
ore rechorging the aquifer with equivalent water from whot will be withdrawn.
The road network hos been simplified from what is existing on the Black Point lands todoy (The area had
been o well visited RV & Tent Park with focilities).
Electrical consumption is reduced due to Energy Conservotion Progroms ond Dark Sky Lighting
There is less thon 12 % of the lond area denoted os impervious, so the mojority of the healthy trees ond
shrubs that had not previously been horvested by others will be persevered.
