The Strategic Plan, as adopted by the Leadership for Jefferson County in 2@1, identifies clearly
with the Brinnon Comprehensive Plan for Pleasant Harbor Marina & Recreation Community as
recorded below:
"We envision Jefferson County as a balanced, sustainable communily with economic
opportunities for income potential that allows personal independence. Where post-secondary
educational opportunities exist and are tied to the local economy. Where the community accepts
that a certain level of growth and development are healthy and necessary to maintain our quality
o.f ltfe. Where the enjoyment of a rural lifestyle is allowed without necessity of rural services.
Where growth is encouraged where appropriate infrastructure exists or is planned to exist, this
enabling urban and rural lifestyles to co-exist. Were the community is engaged with their

RE: THE BRINNON COMPREHENSIVE PLAN ENABLING A MASTER PLANNED
RESORT COMMMUNITY.
I received an email last week from Commissioner David Sullivan, who suggested that I reach out
to you once more in order to learn of the Port Gamble S'Klallam Tribe's position pursuant to our
10+ year application for approvals for Pleasant Harbor Marina & Recreation Community.
Commissioner Sullivan noted that you wanted a report in writing that detailed the changes as
mandated by Port Gamble S'Klallam Tribe. I have enclosed this report, as an attachment, that
indicates the following:
The golf course will be reduced to a 9-hole course from the original design, even though
a golf course is an approved use under the Brinnon Comprehensive Plan.
The assurances that originating surface water will not flow off-site to impact the Hood
Canal to the south. This has been accomplished through our existing grades and revised
contours that will create a longitudinal 13.5-million-gallon retention pond to capture both
surface water and Class A treated water from our Waste Water Treatment Plant.

The removal from the plan for use of the 2 major Kettles B and C as a reservoir for
retention of water. Instead the Port Gamble S'Klallam Tribe would be responsible for
beautifying this area and making it safe to the public, as a Tribal Historically Registered
Spiritual area. (Washington State).
The property will not be subject to traditional synthetic fertilizers such as Nitrates and
Phosphates or Pesticides. Instead, the specifications call for the use of organic products
that stimulate root growth, such as Humic Compounds and a construction base material
of Peat.
We enquired if the Department of Fish and Wildlife for Washington was familiar with the
proximity readers for the Elk Herd. They confirmed that these are in use, and have
proven effective in controlling traffic should the herd move across Highway 101 in their
traditional grazing areas 3 to 4 miles to the north of our property. Obviously, there
cannot be hunting on the Pleasant Harbor property due to safety concerns with visitors
and occupants on site.
You will notice in the attached report that the Tribes are invited to provide an educational
area for indigenous art and artifacts, as approved within the public buildings at Pleasant
Harbor.
All parties are anxious to move forward, as we discussed mid -April 2016 at the Court House.
You emphasized on the record, that the Tribe had no interest in stopping or delalng the
development of the project. Mr. Don Coleman has attempted since April to accommodate a tour
of the property, but without response from the Tribe.
These are the facts Jeromy.
We look forward to an early response from you or other Elders of Port Gamble S'Klallam Tribe
during the month of September 2016.

THE INTRODUCTION:
Pleasant Harbor Marina & Golf Resort LLP is the applicant/owner of the future Pleasant Harbor Marina & Recreation
Community.The252acresoflandhasbeendesignatedthroughTheBrinnonComprehensivePlontosupport aMoster
Plonned Resort (MPR). The applicant has proposed a special RECREATION COMMUNITY for both indoor and outdoor
activities on a view parcel of +/- 30 acres of the land overlooking the sea waters of Hood Canal. The Recreation Center
will provide year-round activities that appeal to families as well as creating quality employment through management
and operations of multiple league and family programs.
Pleasant Harbor Marina is located off the Coast Highway 101 in south Jefferson County and is close to the southwest
access of the Olympic National Park & Forest. Approximately 1.3 million vehicles drive by Pleasant Harbor annually.
There are 3 million people who reside within 2.S-hour drive to Pleasant Harbor. The nearest community is a hamlet
called Brinnon, Washington, which is a struggling community that has not shown population growth of its +/- 800
residents. The K-8 school is badly in need of repairs, plus attracting new students to sustain itself.
Economically, the community has an extremely small working population, resulting in +/- 70 percent of the Brinnon
school students receiving a supplemented meal program.
The +/-30 acres proposed for the Recreation Community is on the Black Point Lands, a natural peninsula projecting into
Hood Canal (Apoendix A). Historically, since the 1960's, the Black Point Lands had been an active recreational vehicle
and tent campground for 500 campsites.
The applicant/owner is proposing to reclaim this land that includes the refuse, septic fields, open fire-pits and derelict
buildings, and turn this area into a beautiful family park that would shadow LEED GOLD standards. Families and guests
would enjoy outdoor hiking and biking trails, a children's playground, tennis courts, pickle ball courts, beach-sand
volleyball, and access to a unique 9-hole golf course that plays like an 18 hole course, plus a soccer field house and
outdoor court.
The Recreational Center is a magnificent 2 storey steel structure of +/- 158,000 square feet, that when completed
would provide indoor activities and multi-purpose uses.

THE PROPOSAL:
ln order to finance this community resource, Pleasant Harbor Marina & Golf Resort LLP (PHM) will be seeking County
and State of Washington support, where the stakeholders would all benefit from the increased attraction to the
community.
a First, the +/- 30 acre reclaimed lands for the Recreation Family Park will be gifted to the State of Washington from
PHM. (The State of Washington may wish to transfer this titled property to Jefferson County). The State would
place in a Washington State Utility Trust, a Recreational Community Grant for 59,250,000.
Jefferson County would also deposit in the Washington State Utility Trust a Recreational Community Grant for
S2,ooo,ooo.
The conditional release of these Grants would be intended for the exclusive development of the Recreational
Community Center.
Jefferson County would propose to the localTribes to be engaged and to develop an lndigenous lnterpretive Center
within the grounds (Kettles) and within the Recreation Complex. The Tribes would benefit from the increased
recognition within the community, as well as a facility for the development of wellness and skills for children &
families of the lndian Tribes.
a Jefferson County and the State of Washington would be a net benefactor as a result of the expansion of the
hospitality business taxes through facilitating Leogue Events for enjoying swimming, basketball, soccer, volleyball,
lacrosse as well as coaching wellness through the rehabilitation of RejuvenotionPLU'. The local school athletic
events at the Recreation Center would attract families to Brinnon and Quilcene, where bursaries could reward
students for Excellence in Recreation & Study.
a The State of Washington would sponsor through the Federal Government a Tax Exempt Municipal lmprovement
Bond for 526.5 million dollars as a loan to PHM. The 7-year Tax Exempt Bond would yield a rate of 2% and would
be secured by PHM. The PHM security would be in the value of the development including 208 Short-Term Stoy
Residentiol Suifes, a-top the Recreational Centers second story (see Rendering).
Further, PHM would develop at its cost affordable staff housing of +/- 50 dual suites.
Of the total 598 residential units, sixty-five percent are registered for short-term stays and would include Terraced
Condominiums of L, 2 or 3 bedroom suites. Thirty-five percent are for longer-term occupancy and would include
single family Cottages, Alpine Townhomes, and Seaview Villas.
PHM would be the General Contractor through its associate company Statesman Construction Washington Ltd. All
construction short falls would be the responsibility of the General Contractor.
The State of Washington would be gifted by PHM the title as owner of the +/-30 acres including the 2 floors of the
strata-title for the Recreation Center. (The State may wish to transfer this ownership to Jefferson County). PHM
would receive a tax-receipt for the transfer of the gift-asset.

a PHM or assignee would agree to manage the Recreation Center for the benefit of the Owner and the County for a
50-year lease at StOO per annum. Net revenues from operations of the facility would accrue to PHM, and shortfalls
in revenues would be the responsibility of PHM, so not to be a financial burden to the Community and County.
a The proposal will be seen as a healthy opportunity to turn around a community suffering from high unemployment
and low productivity. The community now relies on 90 to 100 days of prime season for eighty percent of its
revenues. Without growth, the Millennials (18-34 yrs. of age) are forced to leave the community in order to
support their growing families. This proposal offers a sustainable, responsible and quality way of life for the
families of Jefferson County.
The Grant from Jefferson County is recovered from tax revenues. The State of Washington is a net benefactor also
from Tax Revenues enabling an early recovery of the Granted-Funds.

More importantly, the offsetting costs as a result of this areas high unemployment that results in social assistance
produces a tremendous advantage to the State of Washington, knowing that hundreds of quality jobs will be made
available.

CARING FOR THE ENVIRONMENT:
Most importantly, Ihe Stotesman Group is on Environmental Steward Developer for the Lond. What this means is that
our programs for designs utilize the formula for weaving a land of legacy into the fabric of Pleasant Harbor Marina &
Recreation Community.
It is important that the community of Jefferson County understands that the restoration of the lands, will provide a
source of education for the county as a demonstration of how to cultivate leadership of development for conservation.
The healthy heating and cooling system of Geothermal Ground Source will resist the use of hydrocarbons as a
utility.
The contouring of the land will prohibit run-offfrom the property. Surface retention will occur in storage ponds
that are on the lowest grade of the lands.

a At the request of the Port Gamble S'Klallam Tribe, the Kettles will remain and become a registered historic site
based on tribal data for sacred grounds. The Tribe will agree to develop these land areas in collaboration with
safety, beauty and signage for pubic viewings.
The Aquifer is unique as the fresh water floats on sea water. Careful consideration by all users in terms of
proper well locations is required for monitoring the aquifer. Pleasant Harbor Marina is intended to replace
through infiltration more fresh water than is removed through our permit.
The lighting has been designed to accommodate a dark-sky impact on the environment.
ln agreement with the US Navy, Pleasant Harbor Marina will not sell Aviation Fuels, and will not allow Seadoos
on the Harbor and will assist the Navy by delivering messages and lectures on the sensitivity areas required for
US Security.
The Pleasant Harbor Marina area will be monitored for pollution.
The Highway 101 and Black Point Road will not exceed the maximum loads for its intended use and design due
to traffic to and from Pleasant Harbor Resort Community.
Construction standards will be substa ntially utilizing non-combustible materials.
Less than 12 percent of the land being developed will be lmpervious.
Appliances and Fixtures will exceed Washington State standards for water and energy recommendations and
code compliance.
Pesticides and Fertilizers are programmed to utilize natural products so that the need for Nitrates and
Phosphates are not required. The sensitive Clam and Oyster Beds will not be impacted negatively by Pleasant
Harbor Marina & Recreation Community.

Alana Mann acquired a Bachelor of Science Degree from University of Memphis in 1994 while
attending University on a full scholarship representing the Women's Golf Team. Ms. Mann
began full-time employment for the Statesman Canadian Corporation as the General Manager
in January 1996.
ln 1997, company plans for the Senior Care Developments expanded to the United States necessitating the transfer of
Ms. Mann to Phoenix, Arizona. Since coming to the United States, Ms. Mann has been responsible for the start-up of
the US Corporate Office and all operations involved. Responsibilities include acquisitions and development of new
properties, managing of the day-to-day operations, implementation of US Corporate policies and procedures
maintaining corporate reports and forms, human resource compliance, overseeing sales and marketing efforts, and
working with financiers in developing project pro-formas and banking solutions.
Jeff Mann - Director of Construction, The Statesman Group
Mr. Mann grew up as part of the Statesman Group and has contributed to all aspects of
numerous developments and successful growth of the businesses for over 15 years. He currently

Kevin lngalls, C.A. - Chief Financial Officer, The Statesman Group
Mr. lngalls graduated from the University of Calgary with a Bachelor of Commerce and obtained
his Chartered Accountant designation with Deloitte & Touche in 1995. Prior to joining the
Statesman Group in 2003, Mr. lngalls was a Senior Tax Manager with Deloitte's real estate group
and a graduate and teacher for the Canadian lnstitute of Chartered Accountants ln-Depth Tax
Courses. He has also completed the Canadian Securities Course and several Professional Home
Builders lnstitute Master Builder courses
While at Deloitte & Touche, Mr. lngalls was an advisor to numerous prominent public and private real estate
corporations. Since joining Statesman, Mr. lngalls has managed all financial details for numerous ventures involving
multifamily condominium & senior housing construction, land development, resort development & operations, and
condominium corporation operations comprising hundreds of millions of dollars.
Morgan Tingle, LL.B., MBA - General Counsel
After graduating from the University of Alberta with a Bachelor of Laws and a Masters in Business
Administration, Mr. Tingle practiced with Canada's largest national law firm before pursuing his
own law practice focused on real estate development and corporate securities and finance.
Mr. Tingle has advised many clients through the real estate development process and has acted
as both legal counsel and developer. Mr. Tingle's practice also focused on structuring both equity
and debt financings on behalf of public and private companies alike. At Statesman/Manor Village, Mr. Tingle oversees
all legal operations for the company as well as participating on the Senior Management team in directing Statesman's
developments from concept through construction to completion.
Brad Lohman, VP Operations - The Statesman Group, The Manor Village
Mr. Lohman first graduated with his Registered Psychiatric Nursing Diploma from the
Saskatchewan lnstitute of Applied Arts and Sciences in 1992. Since graduating with his diploma,
Mr. Lohman has acquired his Bachelor of Nursing Science (Hons), and Masters of Nursing/Health
Administration from Charles Sturt U niversity, Austra lia.
Mr. Lohman has held a number of Program Development and Leadership roles over the course of his 24 year career.
ln his current Vice President of Operations role at the Manor Village Life Centers he coordinates, plans, implements,
monitors, directs and evaluates all aspects of operations including supervision & support. He also ensures that each
senior community meets financial expectations and maintains high Resident and family satisfaction.
Jamie McArthur - Marketing, Statesman Group
Mr. McArthur graduated with a degree in Human Kinetics - Sports Administration in 1991. For
almost 23 years, he was involved with the planning, designing, and operations of Sports & Wellness
facilities throughout Western Canada. His role has typically been to focus the various aspects of
planning and operations towards the overall vision of the project, ensuring that every stakeholders
mission is achieved and maximized through the process. With a strong understanding of budgets,
strategic plans, and operational work-flows, Mr. McArthur's role is to ensure that the planning and
operations are aligned with the vision, and these congruencies are communicated to stakeholders & the public at large.

Pleasant Harbor Marina is unique, with a 300 slip marina offering the opportunity for boating, kayaking, paddle
boarding, clams & oysters & fishing, plus a Golf Course, and an enviable year round temperature that has less rain than
most realize. However, the area has struggled to attract growth & employment, and as a result it has not prospered
in comparison to other similar communities such as Gig Harbor & San Juan lslands.
When a population base does not have a healthy growth cycle, local businesses suffer. To sustain a community outside
the usual prime 80 to 100 doys, a municipality requires diversification sustaining important tax revenues that are
otherwise lost to the community.
With a projected rise in the Washington population over the next 25 years, having quality amenities in the local area
will become critical in keeping young, working families in Puget Sound communities. Without such recreation
opportunities, these families will find themselves migrating towards areas that offer year-round employment.

Private-Public Ventures are becoming the new NORM in developing needed "GREEN" amenities for benefitting
communities. ln the case of Jefferson County, the process of developing needed amenities can be effectively planned
to not have any capital risk to the various levels of government.
This recreational area has a population that expands by as much as ten-fold for 80 to 90 days each year.
An indicator of sustainability can be measured through real estate values, where a real estate asset either appreciates
or depreciates in value over time. (Depreciation occurs and is defined as, "if the value of rea! estate does not

SUCCESS STORIES

Statesman Group of Arizona develops and pays for 208
one, two & three bedroom vacation lofts with 9 foot
ceilings overlooking the Sea Waters & Forest.
The vacation lofts will be constructed over the
Recreation Centre to accommodate Sports &
Health Tourism. These offer the advantage of
providing accommodations for overnight travel
& cost savings through sharing a multi-use
structure.
Furnished Vacation Suites will be sold to
investors, and operated by Statesman as the
Property Manager. The Owner/Property
Manager share revenues after expenses 60/40
respectfully. As managing the Recreation Centre
produces minimal net revenue, the Vacation
Suites will provide an offsetting profit center
owned by The Statesman Group.
