THE INTRODUCTION:
Pleasant Harbor Marlna & Golf Resort LLP ls the applicant/owner of the future Pleasant Harbor Marina & Recreation
Community. The 252 acres of land has been designated through The Brinnon Comprehensive Plon lo support a Moster
Plonned Resort (MPR). The applicant has proposed a special RECREATION COMMUNITY for both indoor and outdoor
activitles on a view parcel of +/- 30 acres of the land overlooklng the s€a waters of Hood Canal. The Recreation Center
will provide year-round actlvities that appealto frmilies as well as creating quality employment through manatement
and operations of multiple league and family prognms.
Economically, the community has an extremely small working population, resultlng in +l- 70 percent of the Brinnon
schoolstudents receivlng a supplemented meal program.
The +/-30 acres proposed for the Recreation Community is on the Black Polnt Lands, a natural peninsula proJecting into
Hood Canal lAooendix AL Historlcally, since the 196ds, the Black Point Lands had been an active recreatlonalvehlcle
and tent campground for 500 campsites.
The applicant/owner is proposing to reclaam this land that lncludes the refuse, septic fields, open fire-plts and derelict
bulldings, and turn this area lnto a beautiful family park that would shadow LEED GOLD standards. Families and guests
would enioy outdoor hiking and biklng tralls, a children's playground, tennis oourts, pickle batt oourts, beach-sand
volleyball, and access to a unique 9-hole golf course that plays like an 18 hole course, plus a soccer field house and
outdoor court.

THE PROPOSAI.:
ln order to finance thls community resource, Pleasant Harbor Marina & Golf Resort tLP (PHM) will be seeking County
and State of Washington suppoG where the sbkeholders would all benefit ftom the increased attractlon to the
community.
a First, the +l- 3A acre reclaimed lands for the Recreation Family Park will be gifted to the State of Washington from
PHM. (The State of Washington may wish to transfer thls titled property to lefferson County). The State would
place in a Washington State Utllity Trust, a Recreatlonal Communlty Grant for S9,250,0fl).
The conditional release of these Grants would be intended for the excluslve development of the Recreational
Community Crnter.
Jefferson County would proposc to the local Tribes to be engaged and to develop an lndigenous lnterprethe Ccnter
within the grounds (Keftles) and within the Recreatbn Compler The Tribes would benefit from the increased
recognition within the community, as well as a facillty for the development of wellness and skills for children &
families of the lndian Tribes.
Jefferson County and the State of Washington would be a net benefactor as a rcsult of the expanslon of the
hospitality buslness taxes through facilitating Leogue Eventsfor enjoylng swlmming, basketball, soccer, volleyball,
lacrosse as well as coachlng wellness through the rehabilitation of ReJunnotion ru. The local school athletic
events at the Recreation Center would attract families to Brinnon and Quilcene, where bursaries could reward
students br Excellence ln Recreation & Study.

The State of Washington would sponsor through the Federal Government a Tax Exempt Municipal lmprovement
Bond for 526.5 mlllion dollars as a loan to PHM. The 7-year Tax Exempt Bond would yield a rate of 2% and would
be secured by PHM. The PHM security would be In the value of the development lncluding 208 Short-Term Stoy
Residential Suites, a-top the Recreational Centers second story (see Rendering).
Further, PHM would develop at its cost affordable stafr housing of +/- 5O dual suites.
Of the total 598 resldential units, slfi-five percent are reglstered forshort-term stays and would include Terraced
Condominlums of 1, 2 or 3 bedroom suites. Thirty-flve percent are for longer-term oocupancy and would include
slngle family CottaSes, Alpine Townhomes, and Seaview Villas.
PHM would be the General Contractor through its associate company Statesman Construction Washington Ltd. All
construction short falls would be the rcsponsibillty of the General Contractor.
The State of Washlngton would be glfted by PHM the title as owner of the +/-30 acres including the 2 floors of the
strata-title for the Recreation Center. (The State may wish to transfer this ownership to Jeffenon C.ounty). PHM
would recefue a tax-receipt for the transfer of the gift-asset.

a The proposal wl!! be seen as a healthy opportunity to turn around a community suffering from high unemployment
and low productivity. The community now relies on 90 to 100 days of prlme season for eighty percent of its
revenues. Without growth, the Millennials (18-34 yrs. of age) are forced to leave the community ln order to
support their growing families. This proposal offerc a sustainable, responsible and quality way of life fur the
families of Jefferson County.
The Grant from lefferson County is recovercd from tax revenues. The State of Washington is a net benefactor also
from Tax Revenues enabling an early recovery ofthe Granted-Funds.

PHM or assignee would agnee to manage the Recleation Center for the benefit of the Owner and the County for a
SGyear lease at S10O per annum. Net revenues from operatlons of the facillty would accrue to PHM, and shortfalls

Ms. Mann to Phoenir(, Arizona. Since coming to the United States, Ms. Mann has been responsible forthe start-up of

properties, managing of the day-to-day operations, implementation of US Corporate pollcies and procedures
maintainlng corporate reports and forms, human nesource compliance, overseeing sales and marketing efforts, and

condominium corporation operations comprising hundreds of millions of dollars.
Morgan Tlnglc, LLB., MBA- Genera! Counsel
After graduating from the Universlty of Alberta with a Bachelor of Laws and a Masters in Business
Administratlon, Mr. Tingle practiced with Gnada's largest national law firm before purcuing his
own law practloe focused on realestate development ald corporate securities and finance.
Mr. Tingle has advised many clients through the real estate development process and has acted
as both legal counsel and developer. Mr. Tingle's practice alsofocused on structuring both equlty
and debt financings on behalf of public and private companles alike. At Statesman/Manor Village, Mr. Tingle overcaes
all legal operations for the company as well as paftlcipating on the Senior Management team ln directing Statesman's
developments from concept through construction to completlon.
Brad lohman, VP Operatlons - The Statesman 6roup, The Manor Vllhge
Mr. Lohman first graduated with his Registered Psychiatric Nursing Dlploma from the
Saskatchewan lnstitute of Applied Arts and Sciences in 1992. Since graduating with his diploma,
Mr. Lohman has acqulred his Bachelor of Nurcing Science (Hons), and Masters of Nurslng/Health
