I also spoke with Roma Call yesterday mid-afternoon. She called me to see where things were at and to tell me she has prepared a draft letter in response to Mr. Mann's 9/l6hi letter but Jeremy Sullivan had been in Washington DC and has not had an opportunity to review it as of yet. I received an email last week from Commissioner David Sullivan, who suggested that I reach out to you once more in order to lcarn of the Port Gamble S'Klallam Tribe's position pursuant to our l0+ year application for approvals for Pleasant Harbor Marina & Rccreation Community. Commissioner Sullivan noted that you wanted a report in writing that dctailed the changes as mandated by Port Gamble S'Klallam Tribe. I have enclosed this report, as an attachmenl that indicates the following: The golf course will be reduced to a 9-hole course from the original design, wen though a golf course is an approved use under the Brinnon Comprehensive Plan. The assurances that originating surface water will not flow off-site to impact the Hood Canal to the south. This has been accomplished through our existing grades and rerrised contours that will create a longitudinal 13.5-million-gallon retention pond to capture both surface water and Class A treated water from our Waste Water Treatment Plant. Obviously, there cannot bc hunting on the Pleasant Harbor property due to safety conoerns with visitors and occupants on site. . You will notice in the attached report that the Tribes are invited to provide an educational area for indigenous art and artifacts, as approved within the public buildings at Pleasant Harbor. All parties are anxious to move forward, as we discussed mid -April2016 at the Court House. You emphasized on the record, that the Tribe had no interest in stopping or delaying the dwelopment of the project. The 252 acres of land has been designated through The Brinnon Comprehensive Plon to support a Moster Planned Resort (MPR). The applicant has proposed a special RECREATION COMMUNITY for both indoor and outdoor activities on a view parcel of +/- 30 acres of the land overlooking the sea waters of Hood Canal. The Recreation Center will provide year-round activities that appeal to families as well as creating quality employment through management and operations of multiple league and family programs. Economically, the community has an extremely small working population, resulting in +/-70 percent of the Brinnon school students receiving a supplemented meal proBram. The +/-30 acres proposed for the Recreation Community is on the Black Point Lands, a natural peninsula projecting into Hood Canal (Apoendix A). Historically, since the 1950's, the Black Point Lands had been an active recreational vehicle and tent campground for 500 campsites. The applicant/owner is proposing to reclaim this land that includes the refuse, septic fields, open fire-pits and derelict buildings, and turn this area into a beautiful family park that would shadow LEED GOLD standards. Tte 6olf Pro-Shoo THE PROPOSAT: ln order to finance this community resource, Pleasant Harbor Marina & Golf Resort LLP (PHM) will be seeking County and State of Washington support, where the stakeholders would all benefit from the increased attraction to the community. a First, the +l- 30 acre reclaimed lands for the Recreation Family Park will be gifted to the State of Washington from PHM. (The State of Washington may wish to transfer this titled property to Jefferson County). The State would place in a Washington State Utility Trust, a Recreational Community Grant for 59,250,000, Jefferson County would also deposit in the Washington State Utility Trust a Recreational Community Grant for s2,000,000. The conditional release of these Grants would be intended for the exclusive development of the Recreational Community Center. Jefferson County would propose to the localTribes to be engaged and to develop an lndigenous lnterpretive Center within the grounds (Kettles) and within the Recreation Complex. The Tribes would benefit from the increased recognition within the community, as well as a facility for the development of wellness and skills for children & families of the lndian Tribes. a Jefferson County and the State of Washington would be a net benefactor as a result of the expansion of the hospitality business taxes through facilitating League Events for enjoying swimming, basketball, soccer, volleyball, lacrosse as well as coaching wellness through the rehabilitation of Rejuvenotion Ptus. The local school athletic events at the Recreation Center would attract families to Brinnon and Quilcene, where bursaries could reward students for Excellence in Recreation & Study. a The State of Washington would sponsor through the Federal Government a Tax Exempt Municipal lmprovement Bond for 5Z6.S million dollars as a loan to PHM. The 7-year Tax Exempt Bond would yield a rate of 2% and would be secured by PHM. The PHM security would be in the value of the development including 208 Short-Term Stoy ResldentiolSur?es, a-top the Recreational Centers second story (see Rendering). Further, PHM would develop at its cost affordable staff housing of +/- S0 dual suites. Of the total 598 residential units, sixty-five percent are registered for short-term stays and would include Terraced Condominiums of 1, 2 or 3 bedroom suites. Thirty-five percent are for longer-term occupancy and would include single family Cottages, Alpine Townhomes, and Seaview Villas. PHM would be the General Contractor through its associate company Statesman Construction Washington Ltd. All construction short falls would be the responsibility of the General Contractor. The State of Washington would be gifted by PHM the title as owner of the +/-30 acres including the 2 floors of the strata-title for the Recreation Center. (The State may wish to ffansfer thij ownership to Jefferson County). Net revenues from operations of the facility would accrue to PHM, and shortfalls in revenues would be the responsibility of PHM, so not to be a financial burden to the Community and County, The proposal will be seen as a healthy opportunity to turn around a community suffering from high unemployment and low productivity. The community now relies on 90 to L00 days of prime season for eighty percent of its revenues. Without growth, the Millennials (18-34 yrs. of age) are forced to leave the community in order to support their growing families. This proposal offers a sustainable, responsible and quality way of life for the families of Jefferson County. The Grant from Jefferson County is recovered from tax revenues. The Tribe will agree to develop these land areas in collaboration with safety, beauty and signage for pubic viewings. The Aquifer is unique as the fresh water floats on sea water. Careful consideration by all users in terms of proper well locations is required for monitoring the aquifer. Pleasant Harbor Marina is intended to replace through infiltration more fresh water than is removed through our permit. The lighting has been designed to accommodate a dark-sky impact on the environment. ln agreement with the US Navy, Pleasant Harbor Marina will not sell Aviation Fuels, and will not allow Seadoos on the Harbor and will assist the Navy by delivering messages and lectures on the sensitivity areas required for US Security. The Pleasant Harbor Marina area will be monitored for pollution, The Highway 101 and Black Point Road will not exceed the maximum loads for its intended use and design due to traffic to and from Pleasant Harbor Resort Community. Construction standards will be substantially utilizing non-combustible materials. Less than 12 percent of the land being developed will be lmpervious. Appliances and Fixtures will exceed Washington State standards for water and energy recommendations and code compliance, Pesticides and Fertilizers are programmed to utilize natural products so that the need for Nitrates and Phosphates are not required. The sensitive Clam and Oyster Beds will not be impacted negatively by Pleasant Harbor Marina & Recreation Community.
