Re: Follow-up to October 19,2016 Conference Call
Dear Garth:
Thank you and your colleagues for your time and availability on October 19,2016 for a conference with
myself, Michelle Farfan of this office and County Commissioner Sullivan. This is to provide follow-up to
the major items we discussed during that call.
We wish to clarify that in proposing the 'technical meetings'we used the term 'technical' loosely as
shorthand to mean staffto-staff meetings. lt has been our experience that staff level meetings are an
effective way to bring workable solutions for management approval. We apologize if we did not make
clear that intent.
We strongly believe that the process this project has followed so far has generated real progress to
date, although a limited number of process steps remain. The staff level meetings will help confirm the
status of the thirty Comprehensive Plan conditions; help resolve questions about permits and permit
processing; and, assist in finalizing the final recommendation to the Board of County Commissioners on
development regulations and will help draft the development agreement. The staff level meetings
should also attempt to resolve any outstanding tribal issues.
We also want to make sure we understand correctly, from the conference call that your August 19,
2016 booklet describing proposed project revisions is not to be further considered.
With our clarifying the intent for holding meetings at the staff level, the technical experiences that you
requested during the phone call are not required. Please be assured that our assignment of Michelle
Farfan to the remaining tasks of this project draws substantially on her 29 years of experience with this
office that includes master planned resorts in Port Ludlow and complex projects such as the Thorndyke
'pit-to-pier' mining transport. We are quite confident in Michelle's capabilities and will support her
bringing this project to a conclusion.
May we encourage you to consider what staff representative you might make available in the staff level
meetings. You might want to consider continuing to use Mr. Craig Peck who has been your consultant
for this project. ln our opinion, a firm such as Mr. Peck's has extensive experience with development in
Washington State and could continue to be an effective and strong advocate on behalf of Statesman for
resolving any outstanding project and/or permit process issues.
Again, we suggest staff level meetings based on our experience helping complex, highly-visible
projects such as yours come to a successful conclusion in a satisfactory and more timely fashion than if
directors and managers are more directly involved. We believe this project will move substantially
fonruard through a very modest number of staff level meetings.
We are happy to host these staff-level meetings in person, or through online means as you suggest, at
everyone's soonest availability. We believe we have the capability to have virtual meetings through
your smart board and go-to-meeting, but would need to run a test first. Please let us know when we
might schedule a test run using go-to-meeting as we have to set it up with our information technology
administrators.
