Regarding application without response for Pleasant Harbor Master Planned Resort. We appreciate your response pertaining to an extremely lengthy application and approval process for development of The Pleasant Harbor Master Planned Resort. Our team has diligently addressed every issue raised prior to issuance of the FSEIS. We have also responded in detail to continual comments brought to the attention of the approving authority, by the nay-sayer-nimby's, even when these issues had been resolved earlier in detailed reports that have been ignored or unread. Our application process, encompassing over 22 public meetings and thousands of pages of technical reports, has been viewed by so many parties that come and go at Jefferson County that it is unethical to expect an applicant to start over each time there are new members of a board, planning commission members, directors of DCD, and planners etc. Millions of dollars have been spent for reports, peer review reports, and professional engineering written articulation of these reports. It is extremely frustrating that some County officials write off or ignore the conclusions set forth in these reports in favor of unsubstantiated speculation expressed by a small but vocal subset ofthe populous. We will however, try one more time and take you at your word that the completion status can occur quickly and reasonably. Don Coleman and this writer have made affangements to meet at any time that is convenient with Jefferson County on December 14th, 2016. We request the meeting be held on-site to enable those who have not seen Pleasant Harbor Marina lands to become familiar and understand, with clarity, the process and procedures that have been planned for this environmental-friendly development, which has been proposed to shadow LEED GOLD. A parks and recreation MOU to be signed: This MOU was taken off the list because we have no County parks in our area. g. An affordable housing MOU to be signed: We have an approval that the draft MOU is acceptable for this condition from David Wayne Johnson 8ll0l20ll. k. An agreement for archaeological monitoring program for "high probability" areas to be set up: We have a monitoring and discovery procedure approved by DAHP with letters sent to five tribes and sent to the County 511812012. p. A neighborhood water policy put in place: This is a development agreement issue and will be included at a later date. r. Water quality monitoring program to be finalized: We have draft agreement tfuough a meeting at the County with David Wayne Johnson and Michael Dawson who agreed that the detail of procedures and quality assurance can be finalized prior to construction. s, Riparian buffer and greenbelt easements finalized: This has been addressed via the development regulations. It appears that the Tunicate issue is no longer a threat. w. A tree inventory agreement: An arborist has provided a written report to the County identi$ing a number of trees that were dying and others that could be preserved or moved. bb. Energy demand calculations determined for the utilities: A firm has already completed a report on this project that was submitted and acknowledged by the County. We trust that these clarifications will satis$ our requirements of the outstanding items from the list of comments from the BoCC and that your approvals will enable us to move forward with this development.
