Incredible job on the new JeffCo County site. I sent a bunch of
inquiring and critical emails back when you were just transferring the
site and I just revisited and WOW. Thank you. I'm especially grateful
for the Brinnon Sub Area page, and all attendant documents, and really
accurate search function. This is critical for us in the hinterlands of
Jefferson County who want to be involved and want to access all the
background and information we need to make informed decisions. You play
a critical role in this swirling democracy.
I have a request: We're trying to access the Port of Port Townsend
Quilcene Wastewater Feasibility Study, December, 2017. Would that be on
the county site?

Dave Olsen in our IT department is in charge of the webpage roll
out. I’ve attached the website upgrade timeline for you to review. It
shows training as May 23-26 and we currently have training set June
6-9th so we may be pushed out a couple weeks from this schedule.
CivicPlus is the company who is designing out new website, they have
done a lot of work for other local jurisdictions so we believe they will
put together something that is really great. I believe the roll out is
set for the end of June or beginning of July. CivicPlus will transfer
the webpages that are currently live to new webpages under their format,
then each department will be responsible for maintaining those and
creating any pages that are not currently up that we may want to have
going forward.

Thanks for your response Jodi. I apologize - I did not see your
previous response. I don't see an attachment. Am I missing that? It's
unacceptable to me that the Brinnon sub area plan won't be on the new
site. Brinnon is in Jefferson County, I'm a landowner and taxpayer in
Brinnon. A huge amount of work went into that plan, plus attendant
reviews and appeals. We cannot adequately review the Brinnon MPR
proposal without reviewing the sub area plan. It's not enough to pass
around a huge file via email. It should be centrally located on the web
so any developer or citizen can see how Brinnon has planned its future.
Is Garth Mann familiar with the Brinnon sub area plan?
I still am not clear on the whole web project: Who is overseeing
it? What is the end result? When can we expect it? I'll seek answers to
that from the Commissioners. I know you're doing the best you can with
the staff you have. Maybe it's up to the Commissioners to make this a
priority and devote the resources necessary to have a fully functional,
robust site so we can all access the information we need. In the least,
it can be communicated to us what the plan and time frame is for the new

attach the reply to this email for you to review. I would be happy to
answer any document or website questions for you.
I am also attaching a pdf of the Brinnon Subarea Plan
page for you to review. If there is documentation from this page you
would like please let me know. I do not believe we will be reposting the
Brinnon Subarea webpage once the new website it up. With the number of
projects our department works on over the years we just do not have the
staff to keep the pages up and current. We can however provide you with
the information you may need from that time period upon request.
We are doing our best to keep the webpages of the
projects we are currently working on up and active. If you find there
are links that are not working on those pages, please let me know. I try
to get those fixed right away.
As for Comp Plan contribution you should forward your
questions to David Greetham our Planning Manager. I am not sure we will
be working on Brinnon updates during this round of the Comp Plan as we
are nearing the end of the update cycle. David can give you a better
idea of how the Comp Plan update works.

In 2001 - 2002, I was involved in research, review and
appeals of the Brinnon sub area plan. It required hundreds of hours of
time devoted to understanding rules and regulations, and the vagaries of
the GMA. It is difficult for “ordinary” citizens to grasp RCWs, WACs,
SEPA, LAMIRDs, the UDC, EIS, et al, but it is possible if you devote
time and you have free and easy access to information.
Along with my neighbors in Brinnon, we would like to be
involved in the current Comp Plan amendment process, and review of the
Brinnon sub area plan for possible updates. Unfortunately, that is not
possible with the current state of the Jefferson County web site.
The site is a mess. It is difficult to impossible to
find information, and many of the links are broken. This is not a
trivial matter. Access to information is the bedrock of public
participation in government. The current state of the site exposes the
County to liability for not providing the public with access to public
documents. I understand that the site is going through some sort of
metamorphosis but there is no explanation on the site about what’s going
on, and the inquiry I sent via email has not been answered.
* What is going on with the official Jefferson
County web site?
* Who is doing the work?
* When is completion expected?
* What will the new site look like and how will it
function?
* Meanwhile, how do we access the information we
need to be involved in County land use issues?

Thank you for you feedback below. I apologize that you
were having difficulty navigating the Pleasant Harbor Master Planned
Resort page. We are migrating to a new website and we’re hoping that is
live in July, until then we are stuck with our clunky format. At this
time we haven’t made any changes to the Pleasant Harbor – Brinnon Master
Planned resort page so I’m unsure if there is something in particular
that needs updating?
If you can tell me what documents are hard to access I’d
be happy to make sure the links are working properly and forward you the
documents that you are looking for.
We keep our main office line as the contact phone number
because the project has changed planners through the years and the
current planner is part time. We keep all incoming calls routed through
our main reception line so you always get a live person answering the
phone to help with your questions.
We are currently working on processing the application
and are working on updating the Development Regulations and Development
Agreement. In draft form they are not available to the public but they
will be provided to the Board of County Commissioners when they are
finalized and ready for the Board to review. At this time we do not have
new information to update the website with or any public meetings coming
up. You can find past material that we’ve presented to the Planning
Commission by reviewing past Agendas and Minutes here:
