If the developer sees them, we have a right to see them. In the past DCD has freely shared with the developer
and others, while trying to obstruct our access.

Your email is very confusing. In the second sentence you ask about the agreement when I think you mean the
regulations. I'm asking for documents related to the development regulations and for documents related to the
development agreement.
From other documents you've sent us, it's clear you are working on these two things in DCD and perhaps in the
Administrator's Office, the Prosecuting Attorney's office, etc. We want all the documents.
