Dear Citizen,
Thank you for your thoughtful email we received over the February 26-28 time period. Your email provided comments
to this office regarding the Jefferson County Comprehensive Plan periodic update and specifically discussed points of
concern regarding the Pleasant Harbor Master Planned Resort (MPR) in Brinnon.
We apologize if your email was sent under an impression that there was a public comment deadline on the
Comprehensive Plan periodic update. As you may know, the County's Comprehensive Plan serves as a broad policy
document that guides County services and decisions across a number of topics including land use, transportation,
housing and more. The State requires counties and cities to periodically update their comprehensive plans every 8 years.
Jefferson County's comprehensive plan update is due June 30, 2018. Below are some clarifying points for your
information:
Comments on any aspect of the Comp Plan Update are alwavs welcome at anv time and will be included in the
official record. This applies to your and other comments we receive throughout the update process on various
draft products.
The entire road map to the periodic update process is nicely described in the attached one-page handout. As
you can see, we are in the "Spring-Summer 2OL7" phase. We do not vet have a draft updated Comprehensive
Plan available for comment.
We are reviewing existing goals and policies through what we are calling a "Total Fitness" assessment. We
appreciate the helpful feedback from stakeholders, program experts and others on the process we are using to
determine the "fitness" of existing goals and policies to see if they should remain, move, change or be counted
as complete.
Our goal for the periodic update is to review existing goals and policies across all of the Comprehensive Plan
elements and not start our Comprehensive Plan over from scratch.
We will keep all stakeholders and the public informed about our draft products through email and on our
SpeakUp web site. Comment any draft item are welcome at any time.
Our goal is to have a Draft Comprehensive Plan completed bv Fall 2017 (refer to the attached timeline). The
Planning Commission will review the draft and hold a public hearing at which time public comments will be
requested on the Draft Plan. We will make every effort to broadly announce the time and date(s) of public
hearings related to this periodic update.

want to express my sincere thanks to all of you that we have met with to discuss the beginning of our periodic update to
the Jefferson County Comprehensive Plan - starting with a review of goals and policies - which this department has been
asked to lead.
We apologize if there was any misunderstanding about this update process. We hope our points below address any
questions or confusion:

Here is what l'd say regarding your request to clarify this email
Dear Stakeholders, Tribes and lnterested Parties,
l'm sending you this email as a follow-up the one below to clarify a few points, as well as include the attached update
process timeline, and describe some of the steps in the overall process.
1. This is/was not a formal comment oeriod and no legal notice was given, nor was one required as to the' "deadline" for comments.
2. Your comments are strictly voluntary as part of the informal assessment and stakeholder meeting process that
we are using to determine the "fitness" of existing goals and policies.
3. Your comments on any aspect of the Comp Plan Update or anything other aspect of DCD are always welcome at
any time.
4. ln most of the discussions/meetings I had with you, I mentioned that the deadline to complete the assessment
wasthe end of March, 2017.1apologize if you were not aware of that.
5. You may submit your comments to me via email, or U.S. mail to DCD Attention: David W. Johnson 521 Sheridan
St. Port Townsend, WA 98368.
6. Once the Total Fitness Assessment (TFA) is complete we will send you a copy of the report. You may comment on
that report at any time - no deadline.
7. Following the TFA we will start work and a Draft Comp Plan. We hope to have the draft completed by FallZOLT
(refer to the attached timeline). The Planning Commission will review the draft and hold a public hearing at which
time you will be able to formally comment. You will be notified of the time and date of that public hearing.
8. The Planning Commission will submit a recommendation to the Board of County Commissioners (BOCC) on the
draft. The BoCC will hold another public hearing at which you may provide formal comment. You will be notified
of the time and date of the public hearing.

Dear Stakeholders, Tribes and lnterested Parties,
ln order to meet our Total Fitness Assessment (TFA) Report deadline of March 31"'t, we will need any additional
comments from you by next Tuesday, February 2Bth,2OL7 . You may still submit your comments after that date, but they
will likely not be considered for this current Comp Plan Update. For those of vou who have alreadv submitted your
comments. or who I have made other arransements with, please disresard this deadline.
Once the TFA report is completed, I will forward a copy to you for your review and comment. Also, we should have a
draft updated Comp Plan for public review sometime around the end of this Summer. The draft will go through the
Planning Commission process which includes public meetings. You will receive notice of those meetings, and where to
view the draft and how to submit comments. You may also visit our on-line citizen portal Speakup Jeffco I at:
http://speakupieffco.com at any time to get current information on the Comp Plan Update process.
I want to sincerely thank all of you who have participated in this Total Fitness process. I can't express the level of
excitement and enthusiasm it has generated in me as to the amazing community that we all share and live in! When we
work together, we all do better!
