I missing that? It's unacceptable to me that the Brinnon sub area plan won't be on the new site. Brinnon is in
Jefferson County, I'm a landowner and taxpayer in Brinnon. A huge amount of work went into that plan, plus
attendant reviews and appeals. We cannot adequately review the Brinnon MPR proposal without reviewing the
sub area plan. It's not enough to pass around a huge file via email. It should be centrally located on the web so
any developer or citizen can see how Brinnon has planned its future. Is Garth Mann familiar with the Brinnon
sub area plan?
I still am not clear on the whole web project: Who is overseeing it? What is the end result? When can we expect
it? I'll seek answers to that from the Commissioners. I know you're doing the best you can with the staff you
have. Maybe it's up to the Commissioners to make this a priority and devote the resources necessary to have a
fully functional, robust site so we can all access the information we need. In the least, it can be communicated
to us what the plan and time frame is for the new site. Mark

As for Comp Plan contribution you should forward your questions to David Greetham our Planning Manager. I am not
sure we will be working on Brinnon updates during this round of the Comp Plan as we are nearing the end of the
update cycle. David can give you a better idea of how the Comp Plan update works.

In 2001 - 2002,I was involved in research, review and appeals of the Brinnon sub area plan. It required
hundreds of hours of time devoted to understanding rules and regulations, and the vagaries of the GMA. It is
difficult for "ordinary" citizens to grasp RCWs, WACs, SEPA, LAMIRDs, the UDC, EIS, et al, but it is
possible if you devote time and you have free and easy access to information.
Along with my neighbors in Brinnon, we would like to be involved in the current Comp Plan amendment
process, and review of the Brinnon sub area plan for possible updates. Unfortunately, that is not possible with
the current state of the Jefferson County web site.
The site is a mess. It is difficult to impossible to f,rnd information, and many of the links are broken. This is not
a trivial matter. Access to information is the bedrock of public participation in government. The current state of
the site exposes the County to liability for not providing the public with access to public documents. I
understand that the site is going through some sort of metamorphosis but there is no explanation on the site
about what's going on, and the inquiry I sent via email has not been answered.
a What is going on with the official Jefferson County web site?
a Who is doing the work?
a When is completion expected?
a What will the new site look like and how will it function?
Meanwhile, how do we access the information we need to be involved in County land use issues?
