To assist you with some of the questions addressed in the MOU, the following will be specified in the community:
o A NON-Combustible Steel-Framed Building for those that are over 2 storey.

. The Buildings will be sprinklered based on the Uniform Building Code.
o The lmpervious Areas will be spray sprinklered for Fire-Smart suppression
o The Reservoir will accommodate a stand-pipe system for providing water for the fire-truck.
. Appliances are limited in the shorter-stay suites designed for guest uses.
o The Heating and Cooling System is designed for Geothermal Technology without hydro-carbons.
o A fire-truck that has ladder capacity to reach the geodetic of the highest building will be provided by the
Developer.
o Each floor of the multi-level buildings will have a stand-pipe in case of emergency.
o Staff of the Pleasant Harbor Resort will be trained in basic fire and rescue techniques.

Thank you for completing the draft MOU
Since I am not familiar with the Fire Code requirements, etc., can you explain to me how the proposed MOU addresses
the following:
"Firewise" design standa rds;
"Emergency action plan" for pre-development and operational service for each phase of development;
Provide necessary facilities to mount rescue and firefighting operations in all phases of the resort (l believe this
has been addressed in the proposed MOU by the agreements with the other fire jurisdictions), and
"Action plan" for coordinated control and additional services.
I have attached the 2 pages of the FSEIS that discuss the above for your convenience

Memorandum of Understanding
fefferson County Fire District #4

And
Pleasant Harbor Marina and Golf Resort, LLP
This Memorandum of Understanding (MOU) sets for the terms and understanding
between the Brinnon Fire Department and the Pleasant Harbor Marina and Golf Resort
for emergency services.
Purpose
This MOU describes the response of Brinnon Fire Department in the event a medical
emergency, fire or rescue/entrapment occurs during and after the construction phase of
the Pleasant Harbor Marina and Recreation Community.
The above goals will be accomplished by undertaking the following activities:
Emergency Response: Brinnon Fire Department will respond with Paramedics and
EMT's, firefighters and technical rescue teams with appropriate apparatus and
equipment. This may be accomplished with use of assistance from mutual aid agreements
between Jefferson County, Mason County Fire Districts, Navy Region Northwest and
Airlift Northwest. Advanced Life Support / Basic Life Support, structure fires, wild land
fires and technical rescues will be determined by the initial 9l I call received at the 911
center (JeffComm) or by the on-scene Incident Commander (I/C) during the 911 incident.
The I/C will mitigate any and all activities during the emergency incident and incorporate
an action plan as deemed necessary given the specific emergency. Helicopter Landing
Zones will be utilized by the established landing zones already in place and approved by
Airlift Northwest and Brinnon Fire Department.

Reporting
All incidents will be kept on file at the Brinnon Fire Department using the web based
software Emergency Reporting and made available using public records request policy.
Funding
This MOU is not a commitment of funds.
Duration
This MOU is at-will and may be modified by mutual consent of authorized officials from
Brinnon Fire Department and Pleasant Harbor authorized representatives. This MOU
shall become effective upon signature by the authorized officials and will remain in effect
until modified or terminated by any one of the partners by mutual consent.
In the absence of mutual agreement by the authorized officials this MOU shall end after
90 days with written notice.
