(a.k.a. the Brinnon Fire Department) And Pleasant Harbor Marina and Golf Resort, LLP This Memorandum of Understanding in Suoport of Fire District and Emereency Management Systems (EMS (:MOU:) sets for the terms and understanding between the Jefferson County Fire District #4 (Brinnon Fire Department) and PLEASANT HARBOR MARINA AND GOLF RESORT. LLP. a Washineton limited liabilitv partnership (referred to as "Developer" for emergency services. WHEREAS. Developer is the owner of real property consisting of approximately 237.88 acres located within lefferson County ("Developer's Property." as defined below). WHEREAS. lefferson Counqv ("County") approved Developer's apBlication to designate Developer's Property as a master planned resort pursuant to RCW 36.704.350 in the County Comprehensive Plan to allow for resort-related development including. but not limited to. a golf course and other on-site indoor and outdoor recreational amenities. conference center. resort-related commercial uses. long-term and short-term residential units not to exceed 890 units. and open space f "Pleasant Harbor MPR"'1. WHEREAS. the Developer expects the buildout of Developer's Property to occur over the next five to twentyyears or as mutually agreed upon by the Developer and County. depending up9n market conditions and Developer. 7 WHEREAS. the Washington State Legislature enacted RCW 36.70B.170-.210 to strengthen the land use planning process and reduce the costs of development by authorizing the County to enter into a private agreement with a landowner resardins the develooment of its real orooertv located within the Countv's iurisdiction ["Develooment Asreement"]. "Development Agreement" means the agreement to be completed between the County and the Developer consistent with RCW 36.708.170-.210. e. The Developer will provide the followine to mitieate increase of service by the Jefferson Countv Sheriffs Office ("JCSO") anticipated with the construction of the resort at the Developer's Property as follows: a. The Developer will comply with the Firewise Standards during the buildout ofthe Developer's Property: and. b. Brinnon Fire Department will respond with Paramedics and EMT's, firefighters and technical rescue teams with appropriate apparatus and equipment. This may be accomplished with use of assistance from mutual aid agreements between Jeflerson County, Mason County Fire Districts, Nary Region Northwest and Airlift Northwest. b. Advanced Life Support / Basic Life Support, structure fires, wild land fires and technical rescues will be determined by the initial 9l I call received at the 9l I center (JeffComm) or by the on-scene Incident Commander (l/C) during the 9l I incident. c. The I/C will mitigate any and all activities during the emergency incident and incorporate an action plan as deemed necessary given the specific emergency. d. Helicopter Landir.gZones will be utilized by the established landing zones already in place and approved by Airlift Northwest and Brinnon Fire Department. e.
