Here's my section on the PC process for the Pleasant Harbor MPR. Let me know if you need more, or whatever.
Also, Jodi, there are two meetings where the minutes were incomplete (May 4, and June 29).
Also, Patty, I found all the references Philip made regarding the PC's review and comment on the Development
Agreement, if you want to see those.

3) Planning Commission Review. The Planning Commission (PC) shall hold a public hearing on
any amendment(s) to the implementing (development) regulations and shall make a
recommendation to the Board of County Commissioners (BoCC) with findings using the site-
specific criteria set forth in JCC 18.45.080(1)(b) and (1)(c), as applicable.
StaffComment: the PC required and duly noticed public hearing was held January 6,2016 atthe
Brinnon School Gym beginning at 6pm. The hearing included a presentation by the Applicant, by
Staff, and testimony by the public on the proposed project, and the amendment to the implementing
regulations. The PC Chair allowed the record to remain open until the next PC meeting of February
3'd,2076,to allow additional written comments from the public be submitted to the PC. Subsequent
PC meetings at the Tri-area Center in Chimacum, dates, and notes on the PC deliberation to make
a recommendation on the development regulations to the BoCC are listed below:
o February 3,2016. Deliberations began. Issues discussed were the Kettles, Pesticides on
the Golf Course, financial feasibility of the business plan, project phasing and the
permitting process. A motion was made and seconded to approve the regulations as
proposed. No vote was taken. Further research, discussion and deliberation would take
place at the next meeting. Public comment was taken and written comments were
received. Further consultation between Staff and the Port Gamble S'Klallam Tribe was
noted, as well as a future letter from the Tribe to the PC.
o March 2,2016. A motion was made and seconded to table the motion to accept the
regulations as proposed from the February 3'd meeting. That motion was defeated by a
vote of 5 to 4. Deliberations on the first motion continued, mainly focused on the Kettles.
. April 6,2016. The meeting began with a presentation by the Port Gamble S'Klallam Tribe
regarding their concerns over the project and that those concerns have not been addressed
despite their repeated requests. A Government to Government meeting between the Tribe
and the County Commissioners was scheduled and held on April 18,2016. The PC were
assured they would have an opportunity to review and comment on the Development
Agreement before the BoCC finals that document. Consultation with the Tribe, Staffand
the Developer will be on-going as the PC continues their review.
. May, 4,2016. Discussion began with a letter dated May 3rd from the BoCC to the PC
regarding a 45-day deadline for their review and recommendation of the development
regulations. The PC then began the process ofa section by section, line by line review
and deliberations of the proposed regulations. On June 9,2016 the BoCC sent another
letter to the PC extending the deadline for submittal of their recommendation from June
20,2016 to July 11,2016. A motion was made and seconded to table the original motion
to accept the proposed draft regulations, until the next meeting. That motion carried by a
vote of 7 to 0.
o June 15,2016. The review of regulations continued discussing specific comments made
by Staff and Legal Counsel on a draft PC version of the regulations. A motion was made
and seconded to "approve the changes noted tonight, subject to verification ofa final draft
atthebeginningof thenextmeeting."Thatmotioncarriedbyavoteof 6to l,with 1
abstention. A revised version was to be prepared by Staff and circulated to the PC before
the next meeting, at which time the required GMA findings under JCC 18.45.080.
o June 29, 2016. The final draft of the PC version of the regulations was reviewed with
minor changes noted. The PC Chair then advised the members that they would begin the
process of developing the required findings and conclusions for their recommendation,
but before that, the Chair read a letter to the Commission that was drafted by three of the
members, with the understanding that it would not go forward with their recommendation
unless all the members agreed. The "letter" was meant to inform the BoCC of things the
PC had learned about the project and approval process, that they felt were important to
know. The meeting concluded with the group agreeing to findings and conclusions, with
a
a motion that was seconded to instruct Staff to prepare the PC final recommendation for
signing by the PC Chair, with subsequent submittal to the BoCC. That motion canied by
a vote of 3 to l, with 1 abstention.
July 6, 2016.The meeting was held in Port Ludlow at the Beach Club as part of the PC
Comp Plan "Road Show." A motion was made and seconded to forward the "letter" read
at the June 29ft meeting, to the BoCC on behalf of the PC. That motion carried by a vote
of 4 to 2, with I abstention and 2 members absent.
