I refer you to the letter I attached to my original request: "We inadvertently referenced the document we were
requesting review on as a "Draft Water Quality MOU." It is a draft plan and apologrze for any confusion this
may have caused."
So, you've asked for review of this plan by at least one outside party (PGST). That makes it a public
document. The letter apparently was reviewed by county legal staff, according to other documents we have
received. We didn't just ask for the plan, we asked for all records related to it. We already have some of the
documents, so know they exist.
