Garth mentioned below that the county has been paid 5218,303 USD. lt's important to note that not allof this money was to the County, a large amount of this was to a third party contractor. At this time Michelle Farfan has been working 95% or more of her time exclusively on the Statesman permit since August 2016. lf we are conservative and only charge 90% of her hours to the project this is 311.6 hours in 2016 and 544.2 hours in 2O!7 . At this time our department cannot continue to support this cost. lf we bill at our hourly rate, as we do with all other permit applicants, this would come to approximately 575,465. I don't know the history of the third party contracts, but I believe Statesman pulled out of one of the contracts below? 2015 Amendment #1 contract with EA Engineering S120,330 2015 Amendment #1 Jeff Co for Final SEIS contract S120,330 2013 Blumen contract for Supplemental SEIS $92,950 2009 ESA Adolfsen contract 575,684 I have not done a full itemized list of all invoices to Statesman but upon a quick glance at their permit fees we have invoices them 595,3 4t.44 for DCD review time and they currently owe S5,737.50 of that amount. The last invoice we have from EA Engineering is from t2/2O15 and the total billed to date is 5121,653.52. Those two amounts are very close to the amount of 5218,303 quote from Garth below. When I requested payment for the past due amount of 55,737.50 I received the email from Garth below. We have now accrued more than 550,000 in charges over the amount in the contract. I would like to know how we should proceed. When the PGST creates added work for the Gounty on this file, are they invoiced for the added time spent? Our difficulty paying for other Jefferson County Services, is the deception in believing that the County was working towards the approvals of our application. . We have presented our applicalion 22 times during public hearings.o We have been told by County Executives that the meetings will have controls to prevent the public from continually addressing the same issues, where they should have been told were resolved.. The PGST has caused continual expenditures to prevent our application, for competitive and incorrect reasons.
