I t 6sBa PORf TOWNSEND - Jefferson County commlssioners are awaiting final draft paperwork on the proposed Pleasant Harbor Resort in Brinnon, the county administrator sald. The 252-acre reson was proposed ln 2006 for Black Polnt, 2 miles south of Brinnon, The plan has been controversial fer the past decade. On Aug, 14 county commissloners recelved a project update from Patty Charnas, county director of community development. Charnas and the Department of Community Development (DCD) are working with the Statesman Corp. of Calgary, Alberta, to flnalize development regulatlons and a development agreement for the project, sald County Admlnlstrator Phlllp Morley, The DCD must approve the development regulatlons and agreement before the flnal draft wlll be sent to commissloners for review, he sald, 'We need the final draft before we can move forward," said Commissloner Davld Sulllvan, "Work ls belng done, but the county doesn't control the pace. lt's up to them lthe developers] to get thelr work done." Sulllvan said the toplc at Monday's meetlng was only an update from the DCD. "There ls a lot more of a process that needs to happen," There ls currently no tlmellne on when the developers must have the flnal draft of the development regulatlons and agreements, However, once the flnal draft is handed over to commlssloners, they wlll vote on whether to proceed, lf the draft does ablde by county codes, lt wlll be publlshed on the county webslte and a publlc hearlng wlll be scheduled. Both Morley and Sulllvan said the hearlng would be scheduled roughly two months out to allow plenty of time for people to revlew the documents and submlt public comment. The area of the proposed resort was previously developed as an RV park wlth more than 500 spaces. lt now stands empty. '', .,' ," I "lt was already a developed area," Morley sald. Durlng a number of public meetings in the past nlne years and ln a letter sent Aug. 13 from the Port Gamble S'Klallam Trlbe, envlronmental concerns were ralsed about the project. The trlbe speclflcally ralsed concerns about the destruction of kettles, a unique geologlc feature found along Black Polnt, The trlbe also ralsed concerns overthe potentlal pollution rlsk ofthe waters of Hood Canal should the proposed 890 unlts be built along the shorellne. Aside from public commenc the county has continued to consult with the Port Gamble S'Klallam Tribe to ensure they have a say in the flnal proJect, Morley said.
