To help guide our discussion, we wanted to submit the following questions regarding water quality. Does Statesman have a current jurisdictional determination from the Army Corps regarding the wetlands? We did discuss with the Core of Eng., and it was decided that we require certainty what the County is forecasting for Kettle B. The other 2 noted Wetlands are not impacted by the development. Our traffic engineer has never heard of such an impact. We do address storm water impacts of new impervious surfaces Benerated as part of the development. Please ask Mr. Phillips what mitigation measures PGST has done for their offsite increased traffic issues for their resort? Has Statesman developed a response plan to be carried out in the event of water quality impairment? The simple facts are that no surface water leaves our site. The Waste Water Treatment Plant creates treated Class A water that is constantly tested. Further we will not use any toxic chemicals that could enter the aquifer including using synthetic Nitrates and Phosphates for fertilization. The only grass areas planned are for the 9 golf holes. The balance of the landscaping fits under the classification of Xeriscaping. The aquifer is within our monitoring program I understand that even this season, the Hood Canal area has been closed for shellfish because of pollution. Are the tribes wanting Pleasant Harbor to accept responsibility for everything irrespective of where the fault lies? On page 3.2-L7 of the SEIS, Mitigation Measures to be lmplemented Prior to and During Constuction, states "stormwater management plans for clearing and grading and for construction and operation phases must be approved and systems in place prior to land disturbing activities to assure control of the stormwater as provided above". Will these plans be available for our review? (We have reviewed the Wetland and Wetland Buffer Mitigation Plan, the 2008 Geotechnical Report, and the Grading and Drainage Report which describe some components of the stormwater system, infiltration rates, storm runoff calculations, soldier walls, drainage basins, storage ponds and pond liners, and phases of the development proposal.) Following approvals of the Development Agreement, we then commence the Civil plan for laying out the community with contours and grading. Thank you.
