As you know, the Pleasant Harbor MPR may be assigned a very high level of responsibility for water quality off site. An area of concern is the Duckabush estuary where there are currently water quality issues. Garth Mann, CEO of Statesman the applicant for the project, would like to participate in a citizen group to help monitor water quality, identify sources of pollution, and find solutions. ln my conversation with Trevor, he mentioned that Jefferson County may already be in the process of forming a group as describedabove. The WA DOH is soon downgrading a portion of the Duckabush R. delta area from Approved (commercialshellfish harvesting open year-round) to Conditionally Approved (commercial shellfish harvesting only allowed during certain times, in this case, November through April). This is due to recent high bacteria sampled near the Duckabush. ln response, Jefferson County is working on a Closure Response Plan in accordance with Washington State law (RCW 90.72). A closure response plan is developed cooperatively by all agencies and stakeholders having the ability to contribute to a solution of the fecal coliform bacteria problem(s) responsible for the shellfish growing area downgrade. The response plan is a working document intended to focus on actions needed to restore and protect water quality in the affected area. lt is expected that all affected agencies will participate in the development of the plan and agree to implement the components for which they are responsible. Jefferson County Public Health currently has a clean water district in place to enact the closure response plan. The clean water district meets quarterly already, but with the official downgrade will come renewed focus on the Duckabush area and possibly new faces at the table. Of course, this isn't happening overnight. First DOH officially downgrades the area 1 (should happen next week), then the county has some time to start implementing requirements of the Closure Response Plan, then meetings occur. Resulting meetings are typically held quarterly and can involve a diverse set of partners/organizations/and agencies focused on water cleanup. You mentioned Garth may be interested in forming a group with similar intentions in mind. Attending clean water district meetings (after the closure response plan is initiated) might be something to look into to. Mike or Stuart may be able to help Garth with specifics on meetings after the ball gets rolling in the upcoming months. Their contact info. is below.
