For your information and consideration to share with the Board (or I am
happy to):
Kirk Boxleitner visited me today about Pleasant Harbor. He asked about
the processes involved in adopting the development regulations, the
development agreement and about what appeals processes are available to
both. He also inquired about comments received to date.
I outlined the Board’s current public hearing and public commenting
process for Pleasant Harbor. I deferred to the Board on Kirk’s question
as to when the comment period would close. I explained that
deliberations do not have a specific time line (Kirk had mistakenly
believed that the Hearing Examiner was involved). Kirk was most
interested in the specific appeals processes in the event the
regulations and agreement are approved and in the event that they are
denied. I will consult the Chief Civil PAO for the most specific wording
and get back to Kirk shortly.
I did reference the 16 year history and the numerous studies ( and
mitigations) completed to date. I also described the Ordinance that
established the MPR and its 30 conditions and how those were complied
with primarily in the development agreement. I gave Kirk a tour of the
dedicated web page on Pleasant Harbor, too.
