HomeMy WebLinkAbout036CA Commissioners Office JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO:Board of County Commissioners Philip Morley, County Administrator FROM: PaW Charnas, Director, Department of Community Development DATE: February 5,2018 SUBJECT:Notice of April9, 2018 Public Hearing on Pleasant Harbor Master Planned Resort Development Agreement and Development Regulations at 6:00pm in Jefferson County Superior Courtroom STATEMENT OF ISSUE: On January 8,2018, the Board of County Commissioners and the Jefferson County Planning Commission held an informational session in which the history of the Pleasant Harbor Master Planned Resort project, the draft development agreemort and zoning regulations were reviewed. The development agreement provides a mechanism for the developmant of Pleasant Harbor Master Planned Resort to comply with specific conditions contained in Ordinance 01-0218-08 and for the development to satisfu specific mitigation measures published in environmental impact statements prepared for the Pleasant Harbor Master Planned Resort. A discussion of the Planning Commission recommended zoning regulations and staff proposed revisions to those draft regulations also occurred at the informational session. The public can view the complete text of the proposed Ordinance for the Pleasant Harbor Master Planned Resort Development Agreernent, the complete text of Planning Commission recommended code amendments and the proposed Ordinance considering adoption of staffrecommended revisions to Planning Commission recommended code amendments amending Title 17 and Title 18 Jefferson County Code, by going to the Latest News section of the County's web page www.cojefferson.wa.us and clicking on the links. As proper and timely follow-up, the Board is requested to approve on their February 5,2018 consent agenda a Notice of Public Hearing regarding the Pleasant Harbor Master Planned Resort Development Agreernent and Zoning regulations to occur on April 9,2018 at 6:00pm in the Jefferson County Superior Courtroom. Adopting ordinances for both documents will be posted and available on the web site noted above. FISCAL IMPACT: There is no fiscal impact of the Board approving this consent aganda itern. There will be fees associated with officially publishing the Notice of Public Hearing in the paper of record. An Ordinance adopting the Pleasant Harbor Master Planned Resort development agreemant and an Ordinance adopting staff-recommended revisions to Planning Commission recommended development regulations amending Title l7 and l8 Jefferson County Code are being considered at this public hearing by the Board of County Commissioners. The County Commissioners will be considering adoption of a proposed development agreement with the Statesman Corporation. The proposed development agreanent provides terms for the development of the Pleasant Harbor Master Planned Resort in order to comply with specific conditions contained in Ordinance 0l-0218-08, and for the development to satisfr specific mitigation measures published in environmental impact statements prepared for the Pleasant Harbor Master Planned Resort. The County Commissioners will also be considering adoption of staffrecommended revisions to recommended code amendments forwarded by the Planning Commission. The public is encouraged to provide written testimony on the ordinances via ernail to ieffbocc(@co.iefferson.wa.us prior to and at any time through the end of the Public Hearing, where oral testimony will be accepted. Written testimony may also be submitted any time by mail to the Jefferson County Commissioners, P.O. Box 1220, Port Townsend, WA 98368 provided it is received by the end of the Public Hearing.
