Community Development DATE: May 21, 2018 SUBJECT: Pleasant Harbor Master Planned Resort Continued Deliberations Consideration _______________________________________________________________________ STATEMENT OF ISSUE: The Board established a public comment period and held a public hearing on proposed development regulations and a proposed development agreement for the Pleasant Harbor Master Planned Resort (MPR). This meeting will continue the Board’s deliberations on those items. Staff wishes to bring forward and discuss the proposed development regulations and its adopting Ordinance. Staff is proposing minor revisions that has considered public feedback and comments on the development regulations. Staff has updated the adopting ordinance to reflect the Board’s April 9, 2018 public hearing process and February 7 through April 13, 2018 public comment period. ANALYSIS: The Jefferson County Planning Commission forwarded their recommended development regulations on the Pleasant Harbor MPR in 2016. Staff proposed revisions to the Planning Commission’s work in order to ensure consistency with Jefferson County code and state law. A public comment period was established by the Board between February 7, 2018 and April 13, 2013 on the proposed development regulations, adopting ordinance and staff report and on the proposed development agreement, adopting ordinance and staff report. The majority of comments received in writing and verbally did not address the content of the proposed development regulations or development agreement. There were, however, comment letters that did comment specifically on the content of these items. This provided the basis for the suggested revisions to the Pleasant Harbor MPR development regulations attached to this agenda request. Attached also is an updated adopting ordinance that reflects the Board’s public hearing process. Regular Agenda Staff believes this is the appropriate next step to discuss with the Board in support of the Board’s on-going deliberations on the Pleasant Harbor development regulations and development agreement. FISCAL IMPACT: There is no fiscal impact related to the presentation or action. RECOMMENDATION: Review the proposed revisions to the on the Pleasant Harbor development regulations and adopting ordinance. Make a decision on Board action.
