MINUTES
Jefferson County Board of Commissioners
Special Meeting — June 17, 2021, 10:30 a.m.
Jefferson County Courthouse—Commissioners' Chambers (Virtual Meeting)
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She thanked the community partners for attending. The following members
and staff participated in the meeting remotely:
Jefferson County: Sheriff Joe Nole, Prosecutor James Kennedy, Interim County Administrator/Central
Services Director Mark McCauley, Environmental Health, Water Quality Director Pinky Mingo, and
Interim Department of Community Development(DCD) Director Jodi Adams
City of Port Townsend: Police Chief Thomas Olson, City Manager John Mauro, and City Attorney
Heidi Greenwood
East Jefferson Fire Rescue (EJFR)—District 1: Chief Bret Black
Olympic Community Action Program (OlyCAP): Executive Director Cherish Cronmiller, and
Housing Director Kathy Morgan
Dove House: Executive Director Beulah Kingsolver
CONTINUED DISCUSSION re: Potential Location for a Homeless Encampment:
The Commissioners discussed potential homeless encampment properties with those in attendance.
Commissioner Brotherton reviewed a Homeless Encampment Relocation Scoring Matrix. The Chief of
Police and EJFR Fire Chief addressed safety concerns when looking at potential future encampments.
The Commissioners decided to focus on the following potential areas for the next encampment: Cape
George property, a 14-acre parcel in Port Townsend, a 30-acre parcel on Mill Road, a lot between the
County Shop and the Sheriff's Office, Chimacum Park, and using the Jefferson County Fairgrounds as a
placeholder until a new location can be found.
