Statement of Issue:
Execution of a Local Programs State Funding Supplemental Agreement and a Local Agency
State Aid Project Prospectus with the Washington State Dept. of Transportation (WSDOT) is
necessary in order to authorize Construction Engineering phase funds from the 2019-21 Safe
Routes to School Program, State Funding.
Analysis/Strategic Goals/Pro's Et Con's:
This project is included in the 2021-2026 Transportation Improvement Program and the
Annual Construction Program as Item No. 3. The goal of this project is to improve pedestrian
and bicycle safety along Cedar Ave. between SR 116 and Hayden Street, provide a multi-use
path for students from Cedar Ave. to Chimacum Creek Primary School, provide a pedestrian
sidewalk from Cedar Ave. to the Jefferson County Regional Library, and to provide a
pedestrian activated Rectangular Rapid Flashing Beacon at the school entrance on SR 116.
Execution of the Supplemental Agreement and the Prospectus allows formal authorization by
WSDOT of the Safe Route to School Program funds for the Construction Engineering phase,
which is necessary before proceeding with construction of the project.
Fiscal Impact/Cost Benefit Analysis:
The Local Programs State Funding Supplemental Agreement will authorize a total of
$748,497.00 for the Construction phase. On June 18, 2019 the Washington State Dept. of
Transportation, Local Programs awarded Safe Routes to School Program, State Funding, total
funds of $880,300 with a participation ratio of 100%.

Recommendation:
The Board is requested to execute the three (3) originals of the Local Programs State
Funding Supplemental Agreement No. 1 and three (3) originals of the Local Agency State Aid
Project Prospectus and return all six signed original documents to Public Works (attn. John
Wayand). One fully executed original of each document will be returned to the Board,
after execution by the Washington State Dept. of Transportation.

Description of Utility Relocation or Adjustments and Existing Major Structures Involved in the Project
This project will modify and add to the existing Cedar Ave. storm drainage system and add pedestrian
lighting. Some water valves and manholes may need adjusted to grade and at least one hydrant will need to
be relocated. Power poles will need to be relocated out of the proposed sidewalk areas. Jefferson County
Public Utility District will be responsible for relocating existing power poles that are within the existing road
' right of way.

SFS Airpark, 80WA, is an unattended airstrip with a turf runway, adjacent and perpendicular to the west side
of Cedar Ave.
Jefferson County International Airport is located just over 2 miles from this project.
Education & Encouragement component of the PE scope was not accomplished due to Covid-19 pandemic.
Intent is to complete this component at the end of the CN phase.
This project has been reviewed by the legislative body of the administration agency or agencies, or it's
designee, and is not inconsistent with the agency's comprehensive plan for community development.

Description of Existing Facility.
Existing Roads: Cedar Ave. from SR 116 intersection to Hayden Street intersection. Both Cedar Ave. and
SR116 have bituminous pavement that are in fair to good condition with no formal pedestrian or bicycle
facilities.
Existing school service driveway/path: Approx. 450 feet of existing gravel service driveway on the
Chimacum Creek Primary School property from Cedar Ave. to the east side of the school building.
Existing Library entrance/parking area: Approx. 30' wide existing Jefferson County Regional Library
entrance at Cedar Ave. and a landscaped vehicle parking area adjacent to an existing sidewalk near the
front of the library building.
Description of Proposed Work:
• Multi -Use Path: Construct illuminated paved multi -use path from Cedar Ave. to a bicycle dismount area
near the front entrance of the school building on the Chimacum Creek Primary School property.
Bike Lanes: Construct delineated bike lane along Cedar Ave. from the Jefferson County Regional Library
entrance to Hayden Street.
• Sidewalks: Construct curb & gutter along Cedar Ave. from the Jefferson County Regional Library
entrance to the Hayden Street intersection. Construct sidewalk from the Jefferson County Regional
Library entrance to the existing sidewalk near the front of the library building. Construct sidewalk from
the end of the proposed multi -use path at the bicycle dismount area near the front entrance of the
Chimacum Creek Primary School building to an existing sidewalk. This work includes construction of
ADA sidewalk ramps.
• Crosswalks: Construct crosswalks at road intersections and at the library entrance.
• Illumination: Install illumination along Cedar Ave. and along the multi -use path. Illumination to be
installed as needed.
• Pedestrian Activated Beacon: Install Rectangular Rapid Flashing Beacons (RRFB) on SR116 at the
Chimacum Creek Primary School entrance.
• Stormwater facilities: Construct stormwater facilities as needed per design requirements.
• Relocate any existing physical barriers to increase sight distance and remove conflicts as needed, in the
Cedar Ave. right of way and along the multi -use path from Cedar Ave, to the bicycle dismount area near
the front entrance to the school building.
