Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding holding a town hall meeting to address the homeless encampment issue. • Comment regarding the forgivable loan with the Fort Worden Development Authority. • Comment regarding the burn ban and a request to include fireworks with the burn ban, and the homeless situation in Jefferson County. • Comment regarding adverse effects in children receiving the COVID-19 vaccination, and 7,000 reported deaths of the COVID-19 vaccination in the first six months. The Commissioners and Interim County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: East Jefferson Fire Rescue Assistant Chief Brian Tracer was present to discuss a potential resolution regarding a Jefferson County Burn Ban(Consent Agenda Item No. 1). In the interest of time,the Commissioners agreed tabling approval of the Consent Agenda until later in the meeting. ADDITIONAL BUSINESS: County Ordered Curtailment of Operations Due to Inclement Weather Conditions: Interim County Administrator Mark McCauley reviewed a draft resolution regarding the extreme heat in County Offices. After the Board finished drafting the proclamation, Commissioner Eisenhour moved to approve a resolution declaring a State of Emergency due to heat, and the effect on the un-airconditioned courthouse. Chair Dean added"...and other County operations." Commissioner Eisenhour agreed to amend her motion. (RESOLUTION NO.32-21 re: County Ordered Curtailment of Operations Due to Inclement Weather Conditions. Resolution number not in chronological order). Commissioner Brotherton experienced technical difficulties and was unable to vote. Chair Dean seconded the motion. The motion carried. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director 1 Commissioners Meeting Minutes of June 28, 2021 DRAFT Willie Bence provided a situation report. They both provided information on the heat wave in Jefferson County and cooling shelters. APPROVAL AND ADOPTION OF THE CONSENT AGENDA—Continued: The Commissioners continued discussing the Consent Agenda. After discussion, Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. RESOLUTION NO. 31-21 re: Jefferson County Open Ban on O en and the Debris Other Than Recreational Fires for the 2021 Fire Season 2. AGREEMENT re: Limited Public Defense Grant Funds for Blake Representation; In the Amount of$5,117; Jefferson County Superior Court; Washington State Office of Public Defense 3. AGREEMENT re: Indigent Defense Services; In the Amount of$427,984.86; Jefferson County Administrator; Jefferson Associated Counsel (JAC) 4. AGREEMENT,Amendment No. 1 re: Indigent Defense Services;No Dollar Amount, Caseload Count Targets Only; Jefferson County Administrator; Jefferson Associated Counsel (JAC) 5. AGREEMENT re: Reimbursement for a portion of the unreimbursed COVID-19 Vaccination Program; In the Amount of$350,000 payable by Grant of the CARES Act Funding; Jefferson County Central Services; Jefferson County Public Hospital District No. 2, d.b.a. Jefferson Healthcare 6. AGREEMENT,Amendment No. 3 re: Thorndyke Road M.P. 4.71 Culvert Replacement, Project No. 18020580; Additional Amount of$9,296 for a Project Total of$246,550, Jefferson County will provide a match in the Amount of$43,509, funded by the Road Fund; Jefferson Washington Recreation and Conservation Office (RCO) 7. AGREEMENT re: Temporary Use of Tower Creek Pit,Upper Hoh Road M.P. 7.5;No Dollar Amount; Jefferson County Public Works; Interwest Construction, Inc. 8. AGREEMENT re: Courthouse Tennis Court Conversion to Pickleball Court; In the Amount of $25,179.82 (plus State Sales Tax); Jefferson County Public Works; New Line Services, Inc. 9. AGREEMENT re: Consolidate Contract for Juvenile Rehabilitation Evidence Based Expansion Programs that Supports Supervision for Moderate/High Risk Juvenile Offenders; Amount to be Determined; Jefferson County Juvenile Services; Washington State Department of Social and Health Services, Division of Children, Youth and Families(DCYF) 10. AGREEMENT re: General Terms and Conditions to Fund Evidence Based Programs to Appropriate Juvenile Offenders; Amount to be Determined; Jefferson County Juvenile Services; Washington State Department of Children, Youth& Families (DCYF) 11. REQUEST FOR APPROVAL re: Request for Proposal (RFP) Round with $1,100,000 available for Fund Approved Projects; Jefferson County Administrator; Jefferson County Public Infrastructure Fund(PIF) Board 12. REQUEST FOR APPROVAL re: Public Infrastructure Fund (PIF) Board's recommendation for Fort Worden Public Development Authority(PDA)reauthorizing $150,000 in the form of a Forgivable Loan to renovate an Old Barracks Building for Workforce Housing; Jefferson County Administrator; Jefferson County PIF Board 13. MINUTES re: Regular Meeting of June 14, 2021, Special Meeting of June 17, 2021, Regular Meeting of June 21, 2021 and Special Meeting of June 21, 2021 2 AFTCommissioners Meeting Minutes of June 28, 2021 D R 14. Payment of Jefferson County Vouchers/Warrants Dated June 21, 2021 Totaling $621,794.96 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 15. Payment of Jefferson County Payroll Warrants Dated June 18, 2021 Totaling $69,502.48 and A/P Warrants Done by Payroll Dated June 18, 2021 Totaling $13,981.46 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) The meeting was recessed at 10:51 a.m. and reconvened at 10:57 a.m. with all three Commissioners present. DISCUSSION re: Adopting the 7th Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic: Human Resources Manager Andy Rowlson reviewed the proposed 7th Temporary County Policy regarding COVID-19 and answered questions posed by the Board. Chief Civil Deputy Prosecuting Attorney Philip Hunsucker advised to hold off on making a decision until Governor Inslee issued his most recent guidance. The Board agreed to hold a Special Meeting on Wednesday, June 30, 2021 at 1:00 p.m. to discuss the proposed resolution. DISCUSSION re: Establishing a Telecommuting Policy: Human Resources Manager Andy Rowlson and Interim County Administrator Mark McCauley briefed the Board regarding a proposed telecommuting policy for County employees. The policy also covers sick leave due to being required to quarantine. After a brief discussion, Commissioner Brotherton moved to approve RESOLUTION NO. 33-21 re: Updating the Jefferson County Personnel Administration Manual as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. The meeting was recessed at 11:52 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Update re: Statewide Rental Eviction Moratorium • ADDITIONAL BUSINESS re: Homeless Encampment at the Jefferson County Fairgrounds: After a brief discussion, Commissioner Brotherton moved to authorize the Interim County Administrator to offer a contract with the Jefferson County Fair Board of a $100,000 for an additional three months of hosting the encampment at the Fairgrounds. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. The amended contract will expire in September, 2021. • ADDITIONAL BUSINESS re: Homeless Encampment—Potential Areas to Relocate the Homeless Encampment: The Commissioners reviewed potential homeless encampment areas and narrowed down the potential properties. They agreed they would like the properties to be researched further by the Affordable Housing Task Force Shelter Committee. After discussion, Commissioner Brotherton moved to authorize the Interim County Administrator to offer letters of intent, or a Purchase and Sale Agreement, or whatever vehicle to investigate the Jefferson Community School and the Mill Road property they have been discussing for purchase. Interim County Administrator Mark McCauley suggested an amended motion to include bringing a Professional Services Agreement to the Board securing services of a qualified MAI appraiser. 3 Commissioners Meeting Minutes of June 28, 2021 DRAFT Commissioner Brotherton agreed to amend his motion. Commissioner Eisenhour seconded the amended motion, which carried by a unanimous vote. Further discussion with potential action to be discussed at the Special Meeting on June 30, 2021. • Review of Homeless Shelter expenses • Review of additional items to discuss • American Rescue Plan Act(ARPA) funding; no update • Timber County Caucus; Commissioner Brotherton to share report • Department of Natural Resources (DNR) Trust Land Transfer • Economic Development Framework • Redistricting; Survey to go to the Junior Taxing Districts regarding their Redistricting plans. The Commissioners will review and approve boundaries in December, 2021 • Port Ludlow Drainage District; to be discussed at a future meeting • Fireworks: The Commissioners provided a debrief of the Washington State Association of Counties (WSAC) Special Meeting during the lunch hour regarding fireworks. DISCUSSION with Other Washington State Counties and Washington State Association of Counties (WSAC) Staff: The participants of the meeting discussed various County issues. Commissioner Brotherton noted that a Burn Ban(Resolution No. 31-21) was already approved on June 28, 2021. After discussion, Chief Civil DPA Hunsucker explained that the Commissioners would not be unable to approve a fireworks ban this year due to the hearing notice requirements and a one-year waiting period prior to impelementation. The group discussed fire concerns and will continue to work together to create a plan of action for future years. DISCUSSION re: COVID-19 Visitor's Policy: Chief Civil Deputy Prosecuting Philip Hunsucker discussed the most recent Washington State Department of Labor and Industries guidance and reviewed the proposed County Visitor Policy. Chair Dean stated that Public Health Officer Dr. Locke is rescinding his mask order. The Board discussed edits to the proposed policy. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. DISCUSSION re: Adopting a Seventh Temporary County Policy Based on Emergency Response to the COVID-19 Pandemic: Human Resources Manager Andy Rowlson reviewed the proposed resolution with the Board. Commissioner Brotherton moved to approve RESOLUTION NO.36-21 re: The Seventh Temporary County Policy Based on Emergency Response to the COVID-10 Pandemic, as amended. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. DISCUSSION re: Homeless Encampment: Interim County Administrator Mark McCauley provided a brief update on direction he received from the Board on June 28, 2021 regarding Letters of Intent and ordering appraisals for the Jefferson Community School and a 30-acre parcel on Mill Road. The Commissioners continued discussing the Homeless Encampment issue. FUTURE AGENDA ITEMS: Not discussed.
