Re: Exemption from the Permit Requirement of the Shoreline Management Act for
Protective Bulkhead, Lots 4 and 5, Plat of Killapie Beach, Jefferson County
Dear Mr. and Mrs. Matsubara:
This office is in receipt of your January 6, 1981 letter regarding the installation
of a protective bulkhead preceding your construction of a single-family residence at the
above -referenced location.
It is the administrative determination of this office that the proposed project is
consistent with the permit exemption criteria of W.A.C. 173-19-240 Section 3.60(5) which
reads; "Construction of the normal protective bulkhead common to a single family residence,
Provided that said -bulkhead are in substantial alignment with the ordinary high water
mark."

PROPOSAL: The project is the construction of a 10 foot by 12 foot
shed on Killapie Beach on the Hood Canal.
The development is proposed to be within Hood Canal and/or its
associated wetlands.
LEGAL DESCRIPTION: Lot 4 of Killapie Beach within Section 2,
Township 27 North, Range 1 East, WM.
FINDINGS:
1. The proposed development is not a substantial development.
It would cost less than $2,500 and would not interfere with
the public's use of the shoreline.
2. No utilities are proposed for the structure.
3. The area is characterized by a slope not a bank and is not
subject to bank setback regulations.
CONDITIONS:
1. This approval pertains to Jefferson -Port Townsend Shoreline
Management Master Program requirements only. The approval of
any other agency with jurisdiction or any other required
permits shall be obtained prior to undertaking the project.
2. Work within the jurisdiction of the shoreline program other
than described above shall receive separate review and
approval from this office.
3. No fill or other material may be placed in the waters or
intertidal areas of Jefferson County.
NOTICE:
This exemption does not excuse the proponent from complying with
other local, state, and federal ordinances, regulations, or
statutes applicable to the proposed development.
