Jefferson County Board of Commissioners
Special Meeting — June 30, 2021, 1:00 p.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the Special
Meeting to order at the appointed time and thanked the local fire personnel and County staff for
attending the meeting.
CONTINUED DISCUSSION re: 2 Proposed Resolutions: 1) Jefferson County Burn
Ban on Open and the Debris Other Than Recreational Fires for the 2021 Season; and
2) Emergency Resolution re: Ban on Fireworks Due to Fire Risk Caused by High Temperatures
and Dry Conditions: The following individuals were present for the discussion:
Fire District No. 1 Chief Bret Black (East Jefferson Fire Rescue - Port Townsend)
Fire District No. 2 Assistant Fire Chief Brian Tracer(Port Townsend)
Fire District No. 2 Chief Tim McKern(Quilcene)
Fire District No. 2 Deputy Chief Don Svetich (Quilcene)
Fire District No. 3 Chief Gary Kavanagh(Port Ludlow)
Fire District No. 4 Chief Tim Manly(Brinnon)
Fire District No. 5 Chief Willie Knoepfle (Discovery Bay)
Chief Civil Deputy Prosecuting Attorney (DPA) Philip Hunsucker

Chair Dean stated that due to the extreme weather Jefferson County is facing,the County is assessing
the situation to see if a fireworks ban is needed and/or possible at this time. Commissioner Brotherton
noted that a Burn Ban(Resolution No. 31-21)was already approved on June 28, 2021.
After discussion, Chief Civil DPA Hunsucker explained that the Commissioners would not be unable to
approve a fireworks ban this year due to the hearing notice requirements and a one-year waiting period
prior to impelementation.
The group discussed fire concerns and will continue to work together to create a plan of action for future
years.
DISCUSSION re: COVID-19 Visitor's Policy: Chief Civil Deputy Prosecuting Philip
Hunsucker discussed the most recent Washington State Department of Labor and Industries guidance
and reviewed the proposed County Visitor Policy. Chair Dean stated that Public Health Officer Dr.
Locke is rescinding his mask order. The Board discussed edits to the proposed policy. After discussion,

Commissioner Brotherton moved to approve RESOLUTION NO. 35-21 re: COVID-19 Visitor's
Policy, as amended. Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
DISCUSSION re: Adopting a Seventh Temporary County Policy Based on
Emergency Response to the COVID-19 Pandemic:Human Resources Manager Andy Rowlson
reviewed the proposed resolution with the Board. Commissioner Brotherton moved to approve
RESOLUTION NO. 36-21 re: The Seventh Temporary County Policy Based on Emergency Response
to the COVID-10 Pandemic, as amended. Commissioner Eisenhour seconded the motion which carried
by a unanimous vote.
DISCUSSION re: Homeless Encampment: Interim County Administrator Mark
McCauley provided a brief update on direction he received from the Board on June 28, 2021 regarding
Letters of Intent and ordering appraisals for the Jefferson Community School and a 30-acre parcel on
Mill Road. The Commissioners continued discussing the Homeless Encampment issue.
FUTURE AGENDA ITEMS: Not discussed.
