Special Meeting Minutes
January 20, 2021 – 9:00 a.m.

Chair Greg Brotherton, and Members Shelly Leavens, Joe Alfano, and Diana Smeland participated in the
meeting remotely. Chair Brotherton called the meeting to order at 9:00 a.m. Member Larry McKeehan
joined remotely shortly after the meeting began.
Approval of Special Meeting Minutes: Member Smeland moved to approve the Special Meeting
Minutes of December 3, 2020. Member Leavens seconded the motion. The motion carried.
Discussion and Possible Action: 2021 Grant Funding Request Received After Deadline: The
Jefferson County Chamber of Commerce submitted their 2021 grant proposal after the December 31,
2020 deadline. The Committee discussed whether to accept the grant proposal. The Committee concurred
to consider the timely submitted proposals first and if there are any remaining grant funds available, they
would consider the JCCC. Member Alfano moved to add a second tier to the request for proposal (RFP)
process to possibly include 2021 funding to the Jefferson County Chamber of Commerce. Member
Smeland seconded the motion which carried by a unanimous vote.
Review of Fund 125 Lodging Tax Fund Revenue: The Committee reviewed current Lodging Tax Fund
revenues and fund balance.
Discussion of 2021 Funding Requests: The Committee reviewed the 2021 Lodging Tax Funding
requests, the annual capital contingency, the Jefferson County Chamber of Commerce Port Ludlow sign
allocation (these funds are held by the JCCC), and the costs for County staff to administer Fund 125.
Central Services Director Mark McCauley stated that based on current lodging tax revenue trends, the
Committee can recommend funding allocation up to $455,000.
The following organizations participated in the meeting remotely to answer questions regarding their
2021 lodging tax funding requests:

The meeting was recessed at 10:23 a.m. and reconvened at 10:41 a.m. with all members present.
Upon reconvening, the following organizations were in attendance to answer questions regarding their
2021 lodging tax funding requests:

The meeting was recessed at 12:00 p.m. and reconvened at 1:00 p.m. with all members present.
Discussion and Possible Recommendation re: 2021 Lodging Tax Fund 125 Allocations: The
members discussed the 2021 Lodging Tax funding requests. The timely filed requests were considered
first and the Jefferson County Chamber of Commerce request was considered in Tier 2.

Member Smeland volunteered to coordinate an effort for the Jefferson County Chamber of Commerce to
work with the Tourism Coordinating Council to find alternatives to make the most of their promotional
activities and use of their funds.
Brinnon Shrimp Festival 2020 carry over amount will be held in Fund 125 for 2021.

Member Smeland moved to recommend to the Board of County Commissioners the above funding
amounts be granted for 2021 Lodging Tax funding. Member Leavens seconded the motion which carried
by a unanimous vote.
Discussion and Possible Action: Request for 2020 Substitute Promotional Services – Jefferson
County Farmers Market: The Jefferson County Farmers Market submitted a request to substitute
promotional services per their 2020 Lodging Tax Funding Agreement, Section 1. Services to be
Performed. The Committee reviewed the request.
Member Smeland moved to approve the 2020 substitute promotional services requested by the Jefferson
County Farmers Market. Member McKeehan seconded the motion which carried by a unanimous vote.
Discuss Next Meeting: Member Smeland volunteered to meet with agencies to combine promotional
efforts to save money and time. Chair Brotherton suggested a workshop with the Board of County
Commissioners be scheduled at a future date to be determined.
