Jefferson County Board of Commissioners
Regular Meeting — July 6, 2021, 9:00 a.m.
Jefferson County Courthouse — Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She announced that the Commissioners will return to in-person meetings
starting next week and that other County offices will also be reopening. The Auditor's Office, WSU
Extension Office and the Sheriff's Office will continue to be open by appointment-only.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding homeless encampments in Jefferson County.
• Comment regarding the dangers of the COVID-19 vaccine in children, vaccine deaths and 95%
of COVID-19 deaths have had at least 3 comorbidities.
• Comment regarding the need for more housing in Jefferson County, transitional housing and
homeless encampments.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to remove the 2021/2022 Subrecipient Community Development Block Grant
(CDBG) Agreement (Consent Agenda Item No. 6) and approve the remaining items on the Consent
Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous
vote.
1. RESOLUTION NO. 37-21 re: HEARING NOTICE: 2021 Second Quarter Budget
Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July
26, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse,
1820 Jefferson Street, Port Townsend, WA
2. AGREEMENT, Amendment No. 3 re: Meal Services for Temporary Residents Housed at the
Jefferson County Fairgrounds; Additional Amount of$27,947 for a Project Total of$84,297,
Expense Eligible for Reimbursement from Federally Appropriated COVID-19 Relief Funds;
Jefferson County Central Services; Bayside Housing and Services
3. AGREEMENT, Amendment No. 2 re: Providing Various Supplies and Sundries for Eligible

(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
16. Payment of Jefferson County Payroll Warrants Dated July 2, 2021 Totaling $963,163.98 and
A/P Warrants Done by Payroll Dated July 2, 2021 Totaling $911,380.64 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
ADDITIONAL BUSINESS: Letter to the Washington State Liquor and Cannabis
Board re: Concerts in the Barn: Commissioner Brotherton announced that the owners of Concerts in
the Barn is seeking an expedited liquor permit. After review of the draft letter, Chair Dean moved to
approve sending a letter of non-objection to the Washington State Liquor and Cannabis Board.
Commissioner Eisenhour seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator discussed recent meetings they attended and reviewed their meeting schedules.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:35 a.m. and reconvened at 10:45 a.m. with all three
Commissioners present.
DISCUSSION re: 2021/2022 Community Development Block Grant(CDBG)
(Consent Agenda Item No. 6): Interim County Administrator Mark McCauley briefed the Board on the
CDBG grant and explained the proposed agreement which included a breakdown of the Scope of Work.
After discussion, Commissioner Brotherton moved to approve the 2021/2022 Subrecipient Community
Development Block Grant for public service in the amount of$109,240 with Olympic Community
Action Programs (OlyCAP). Commissioner Eisenhour seconded the motion which carried by a
unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator continued reviewing their upcoming meetings, discussed recent meetings they attended
and miscellaneous items. The discussion turned into two (2) motions re: Homeless Encampment and
Emergency Shelter Properties:
MOTION re: Appraiser Contract for Homeless Encampment Shelter Properties: Commissioner
Brotherton moved to grant the Interim County Administrator authorization to modify, extend and make
any changes necessary to the contract with the appraiser for the Mill Road property and the Jefferson
Community School (JCS). Commissioner Eisenhour seconded the motion which carried by a unanimous
vote.
MOTION re: Letters of Intent re: Jefferson Community School and Mill Road Property:
Commissioner Brotherton moved to authorize the Interim County Administrator to authorize Letters of
Intent regarding the two properties discussed [Mill Road property and Jefferson Community School
(JCS)]. Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
The Commissioners continued discussing the Homeless Encampment, Emergency Shelter locations and
reviewed meeting schedules.
The meeting was recessed at 11:39 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Jefferson Land Trust (JLT); Washington State Department of Natural Resources (DNR) Trust
Land Transfer
• PRESENTATION re: Jefferson County Sustainable Forestry Program: Chickadee Forestry

Owner Malloree J. Weinheimer and members of the Sustainable Forestry Program were present
to discuss the program's progress and goals
• Port Ludlow Drainage District(PLDD) Discussion: PLDD Chair Don Forbes provided history of
the Drainage District and their request to suspend the commission while maintaining operations.
The Commissioners will look into this request.
The meeting was recessed at 3:35 p.m. and reconvened at 3:43 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION - Continued: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Review of items to discuss
• American Rescue Plan Act(ARPA) Revenue Sharing—Junior Taxing Districts
• Affordable Housing Task Force—City of Port Townsend and Jefferson County Interlocal
Agreement
Commissioners Brotherton left the meeting 4:16 p.m.
ADDITIONAL BUSINESS: Professional Services Agreement: Interim County
Administrator Mark McCauley requested that the Board approve a Professional Services Agreement
with past County Administrator Philip Morley to assist him in his duties through the end of the transition
period with a newly appointed County Administrator. He stated the amount would not exceed $50,000.
Commissioner Eisenhour moved to authorize the Interim County Administrator to enter into a Public
Services Agreement with a maximum of$50,000. Chair Dean asked for a friendly amendment to change
Public Services Agreement to Professional Services Agreement (PSA). Clerk of the Board Carolyn
Gallaway added to state the PSA would be with Philip Morley. After a brief discussion, Commissioner
Eisenhour retracted her original motion. She moved to authorize Interim County Administrator Mark
McCauley to enter into a Professional Services Agreement with Philip Morley for up to $50,000 to
provide support during the transition of the County Administrator. Chair Dean seconded the motion. The
motion carried.
NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 4:30 p.m. until
the next regular meeting or special meeting as properly noticed.

CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting. Chair Dean called the meeting to order at
the appointed time.

• Comment regarding the status of the sound abatement work at the Port Townsend Sportsmens
Association (JCSA), use of the Equestrian Park and the potential Homeless Encampment in the
Cape George area.
• Comment regarding taking action now to ban fireworks in Jefferson County.
• Comment thanking the Commissioners for meeting the needs of the Homeless Encampment.
• Comment regarding banning of fireworks in Jefferson County.
The Commissioners addressed comments and concerns raised during the Public Comment Period. Chair
Dean allowed an individual who experienced technical difficulties to provide comment.
• Comment regarding Dr. Locke's comments shaming people who have valid vaccine concerns.
The Commissioners and Interim County Administrator continued addressing comments and concerns
raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Clerk of the Board
Carolyn Gallaway noted that the Hearing Notice re: Amending the Jefferson County Code (Consent
Agenda Item No. 1), should be more descriptive. Commissioner Brotherton moved to remove the
hearing notice and approve the remaining Consent Agenda Items as presented. Commissioner Eisenhour
seconded the motion. Chair Dean requested the motion be amended to approve the Consent Agenda as
presented, with the change to the hearing notice with edits as discussed. Commissioner Brotherton and
Commissioner Eisenhour approved the amendment. Chair Dean called for a vote on the motion. The
motion carried by a unanimous vote.

miscellaneous issues which included the Homeless Encampment, affordable and transitional housing,
the Interlocal Agreement between the City of Port Townsend and Jefferson County regarding
homelessness and potentially hiring a project manager for housing issues. Chair Dean provided a
briefing of the recent National Association of Counties (NACo) 2021 Annual Conference she attended
in Washington D.C.
The meeting was recessed at 11:58 a.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Port Ludlow Drainage District (PLDD); suspension request: Chief Civil Deputy Prosecuting
Attorney Philip Hunsucker, PLDD Engineer Nancy Lockett, and Assessor Jeff Chapman were
present for the discussion on reviewing a request to suspend the PLDD. Public Works
Director/County Engineer Monte Reinders (not present) had created a memo on this issue that
the panelists weighed in on. After discussion, Commissioner Brotherton moved to deny the
request to suspend the PLDD. Commissioner Eisenhour seconded the motion which carried by a
unanimous vote.

CALL TO ORDER: Washington State Association of Counties (WSAC) staff called the
Virtual Counties Update meeting to order in the presence of Commissioner Kate Dean, Commissioner
Heidi Eisenhour, as well as many other Commissioners and County Officials across Washington State.
DISCUSSION with Other Washington State Counties and Washington State
Association of Counties (WSAC) Staff: The participants of the meeting discussed various County
issues.
