The proposed new septic system is located in RF-40 zoning. Single Family Residences and normal appurtenances
are allowed/permitted as a Type I permit in RF-40 (JCC 18.15.040 Table 3-1. Allowable and Prohibited Uses).
There is a Commercial Forest adjacent to the project site (CF-80, Parcel 921182005). A notice letter will be sent to
parcel's land owner to provide them an option to comment. Letter sent on May 25th, 2021. The forestry parcel
owner has until March 10th to respond. No comments were received. The 250 ft commercial forestry setback has
been approved to be reduced to 20 ft as shown on the approved site plan dated July 23rd, 2021.
There is a Shoreline Slope Stability Area- Intermediate Slope and Slight Landslide Hazard Area located on the
property. The proposed NSFR and shop are not located in these geological hazardous areas. There is also an
Unstable Recent Slide located on the east side of the property, but the proposed project is not located in this
geohazard area. A Geotechnical Report, prepared by Zenovic & Associates, Inc. on February 4th, 2021, states that
"the slopes on the subject property are not Unstable Slopes or Landslide Hazard Areas and installation of the
residence, shop, and on-site sewage disposal system drain field where shown on the plans is reasonable and
appropriate". The applicant shall follow the recommendations provided in the 2021 Geotechnical Report.

There is a Coastal SIPZ located on the property. The water will be public. No further action is required.
One recommendation included in the geotechnical review (February 4th, 2021) states “disposal of water onto the
slope in prohibited”. The applicant is proposing to disperse water from a Downspout Dispersion Trench past the
septic system. The recommendation for disposal of water onto the slope was intended to restrict concentrated flow
of stormwater specifically associated with construction activities onto the steeper slopes (>20%) on the site. This
was not intended to prohibit water discharged from dispersion trenches as indicated in the final design. The one
exception to this is a small area of the site that is sloped around 40. However, that area is well separated
(approximately 350’ downslope) from the proposed dispersion trench and septic drainfield and no negative affects
from those facilities are anticipated.
