Jefferson County Board of Commissioners
Regular Meeting — July 6, 2021, 9:00 a.m.
Jefferson County Courthouse— Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She announced that the Commissioners will return to in-person meetings
starting next week and that other County offices will also be reopening. The Auditor's Office, WSU
Extension Office and the Sheriff's Office will continue to be open by appointment-only.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding homeless encampments in Jefferson County.
• Comment regarding the dangers of the COVID-19 vaccine in children, vaccine deaths and 95%
of COVID-19 deaths have had at least 3 comorbidities.
• Comment regarding the need for more housing in Jefferson County,transitional housing and
homeless encampments.
The Commissioners addressed comments and concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Eisenhour moved to remove the 2021/2022 Subrecipient Community Development Block Grant
(CDBG) Agreement(Consent Agenda Item No. 6) and approve the remaining items on the Consent
Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous
vote.
1. RESOLUTION NO. 37-21 re: HEARING NOTICE: 2021 Second Quarter Budget
Appropriations/Extensions; Various County Departments; Hearing scheduled for Monday, July
26, 2021 at 10:30 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse,
1820 Jefferson Street, Port Townsend, WA
2. AGREEMENT, Amendment No. 3 re: Meal Services for Temporary Residents Housed at the
Jefferson County Fairgrounds; Additional Amount of$27,947 for a Proj,t.ct Total of$84,297,
Expense Eligible for Reimbursement from Federally Appropriated COVID-19 Relief Funds;
Jefferson County Central Services; Bayside Housing and Services
3. AGREEMENT, Amendment No. 2 re: Providing Various Supplies and Sundries for Eligible
Temporary Residents at the Jefferson County Fairgrounds; Additional Amount of$6,000 for a
Project Total of$16,800, Expense Eligible for Reimbursement from Federally Appropriated
COVID-19 Relief Funds; Jefferson County Central Services; Dove House

4. AGREEMENT,Amendment No. 2 re: Night Monitoring Services Temporary Residents at the
Jefferson County Fairgrounds; Additional Amount of$13,400 for a project Total of$39,400,

Jefferson County Central Service; Olympic Community Action Programs (OlyCAP)
5. AGREEMENT re: 7th an Hendricks Affordable Housing Project; In the Amount of$600,000,

6. AGREEMENT re: 2021/2022 Subrecipient Community Development Block Grant(CDBG) for
Public Services; In the Amount of$109,240; Jefferson County Administrator; Olympic
Community Action Programs (OlyCAP) (removed to review Scope of Work)
7. AGREEMENT,Amendment No. 2 re: 2020-2022 Community Service Funding for Continued
Housing of Homeless at the Jefferson County Fairgrounds; Additional Amount of$100,000 in
2021, Expense Eligible for Reimbursement from Federally Appropriated COVID-19 Relief

8. AGREEMENT No.2163-22192 re: Consolidated Juvenile Rehabilitation Services; Dollar

9. AGREEMENT No.2163-24537 re: Statewide Implementation of i-ACT, Individual Alternative
Choice Training for Juvenile Offenders; In an Amount not to exceed $60,388; Jefferson County

10. AGREEMENT, Supplement No. 1 re: Periodic Review of the Shoreline Master Program; In
the Amount of$19,998; Jefferson County Department of Community Development; BERK

11. AGREEMENT, Supplement No. 1 re: Local Programs for SR 116 and Cedar Avenue
Pedestrian/Bike Improvements Project, Project No. 1802057, County Road No. 637109; In the
Amount of$748,497 with a source of 100%matching funds available through Safe Route to
Schools Program
12. EXECUTION OF GRANT REIMBURSEMENT,Agreement No. D21-255 re: Expenditures
from Disaster: 4593-DR-WA to include Windstorm, Straight-line Winds, Flooding, Landslides
and Mudslides; Amount to be Determined; Jefferson County Public Works; Washington State
Military Department, Federal Emergency Management Agency (FEMA)
13. ADVISORY BOARD RESIGNATION re: Jefferson County Noxious Weed Control Board;

14. MINUTES re: Regular Meeting of June 28, 2021 and Special Meeting of June 28, 2021 (WSAC
Virtual Assembly) and of June 30, 2021
15. Payment of Jefferson County Vouchers/Warrants Dated June 28, 2021 Totaling $304,816.19
(Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson
County Commissioners are retained by the Jefferson County Auditor and Public Works Department.)
16. Payment of Jefferson County Payroll Warrants Dated July 2, 2021 Totaling $963,163.98 and
A/P Warrants Done by Payroll Dated July 2, 2021 Totaling $911,380.64 (Records of all claims
submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the
Jefferson County Auditor's Office)
ADDITIONAL BUSINESS: Letter to the Washington State Liquor and Cannabis
Board re: Concerts in the Barn: Commissioner Brotherton announced that the owners of Concerts in
the Barn is seeking an expedited liquor permit. After review of the draft letter, Chair Dean moved to
approve sending a letter of non-objection to the Washington State Liquor and Cannabis Board.
Commissioner Eisenhour seconded the motion which carried by a unanimous vote.

COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator discussed recent meetings they attended and reviewed their meeting schedules.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke
provided information on the COVID-19 virus in Jefferson County and Emergency Management Director
Willie Bence provided a situation report.
The meeting was recessed at 10:35 a.m. and reconvened at 10:45 a.m. with all three
Commissioners present.
DISCUSSION re: 2021/2022 Community Development Block Grant(CDBG)
(Consent Agenda Item No. 6): Interim County Administrator Mark McCauley briefed the Board on the
CDBG grant and explained the proposed agreement which included a breakdown of the Scope of Work.
After discussion, Commissioner Brotherton moved to approve the 2021/2022 Subrecipient Community
Development Block Grant for public service in the amount of$109,240 with Olympic Community
Action Programs (OlyCAP). Commissioner Eisenhour seconded the motion which carried by a
unanimous vote.
COMMISSIONERS' BRIEFING SESSION: The Commissioners and Interim County
Administrator continued reviewing their upcoming meetings, discussed recent meetings they attended
and miscellaneous items. The discussion turned into two (2)motions re: Homeless Encampment and
Emergency Shelter Properties:
MOTION re: Appraiser Contract for Homeless Encampment Shelter Properties: Commissioner
Brotherton moved to grant the Interim County Administrator authorization to modify, extend and make
any changes necessary to the contract with the appraiser for the Mill Road property and the Jefferson
Community School (JCS). Commissioner Eisenhour seconded the motion which carried by a unanimous
vote.
MOTION re: Letters of Intent re: Jefferson Community School and Mill Road Property:
Commissioner Brotherton moved to authorize the Interim County Administrator to authorize Letters of
Intent regarding the two properties discussed [Mill Road property and Jefferson Community School
(JCS)]. Commissioner Eisenhour seconded the motion which carried by a unanimous vote.
The Commissioners continued discussing the Homeless Encampment, Emergency Shelter locations and
reviewed meeting schedules.
The meeting was recessed at 11:39 a.m. and reconvened at 1:30 p.m. with all three
Commissioners present.
