HomeMy WebLinkAboutM071221 4�¢ye\ co �`SFIINGC MINUTES Jefferson County Board of Commissioners Regular Meeting — July 12, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting. Chair Dean called the meeting to order at the appointed time. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the status of the sound abatement work at the Port Townsend Sportsmens Association(JCSA), use of the Equestrian Park and the potential Homeless Encampment in the Cape George area. • Comment regarding taking action now to ban fireworks in Jefferson County. • Comment thanking the Commissioners for meeting the needs of the Homeless Encampment. • Comment regarding banning of fireworks in Jefferson County. The Commissioners addressed comments and concerns raised during the Public Comment Period. Chair Dean allowed an individual who experienced technical difficulties to provide comment. • Comment regarding Dr. Locke's comments shaming people who have valid vaccine concerns. The Commissioners and Interim County Administrator continued addressing comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Clerk of the Board Carolyn Gallaway noted that the Hearing Notice re: Amending the Jefferson County Code (Consent Agenda Item No. 1), should be more descriptive. Commissioner Brotherton moved to remove the hearing notice and approve the remaining Consent Agenda Items as presented. Commissioner Eisenhour seconded the motion. Chair Dean requested the motion be amended to approve the Consent Agenda as presented, with the change to the hearing notice with edits as discussed. Commissioner Brotherton and Commissioner Eisenhour approved the amendment. Chair Dean called for a vote on the motion. The motion carried by a unanimous vote. 1. HEARING NOTICE: Amending Jefferson County Code (JCC) Section 3.28.030(2)(b) and 3.36.030; Hearing scheduled for Monday, July 26, 2021 at 11:00 a.m. in the Commissioners' Chambers at the Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA (Title of Hearing Notice amended to include PIC Tri-Area Seward Fund) 1 Commissioners Meeting Minutes of July 12, 2021 2. AGREEMENT re: Working Advance Long-Term Payables;No Dollar Amount, specify procedure only; Jefferson County Public Health; Washington State Department of Social & Health Services, Division of Developmental Disabilities 3. AGREEMENT re: On-Line Food Worker Training, Testing, an Issuance of Card; In the Amount of$7.00 per food workers card issued; Jefferson County Public Health; Tacoma-Pierce County Health Department 4. AGREEMENT re: Elections Continuity of Operations Plan;No Dollar Amount; Jefferson County Auditor's Office; Thurston County 5. Payment of Jefferson County Vouchers/Warrants Dated July 7, 2021 Totaling $4,998.54 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent meetings they attended. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Thomas Locke provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:33 a.m. and reconvened at 10:40 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners continued discussing recent meetings they attended,reviewed upcoming meetings and discussed miscellaneous issues which included the Homeless Encampment, affordable and transitional housing, the Interlocal Agreement between the City of Port Townsend and Jefferson County regarding homelessness and potentially hiring a project manager for housing issues. Chair Dean provided a briefing of the recent National Association of Counties (NACo) 2021 Annual Conference she attended in Washington D.C. The meeting was recessed at 11:58 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Port Ludlow Drainage District(PLDD); suspension request: Chief Civil Deputy Prosecuting Attorney Philip Hunsucker, PLDD Engineer Nancy Lockett, and Assessor Jeff Chapman were present for the discussion on reviewing a request to suspend the PLDD. Public Works Director/County Engineer Monte Reinders (not present) had created a memo on this issue that the panelists weighed in on. After discussion, Commissioner Brotherton moved to deny the request to suspend the PLDD.
