Update: I have signed off BLD2021‐00236 and notified DCD Front Staff that the permit is ready to be issued. I am
planning on signing off BLD2021‐00237 this afternoon as well (if time permits).

Hi Bob,
Good Morning‐ I have reviewed the submitted stormwater packets, site plans, and soil logs with John Fleming for the
four building permits that I am assigned. Please see the following bullet points requesting additional stormwater
information:
1. BLD2021‐00231: According to the soil logs for parcel 971900014, the property only has 1 ft of permeable soils.
Therefore, a drywell is not feasible for this property. A raingarden (BMP T5.14) could be a feasible alternative. If
the applicant does not want to pursue a raingarden, stormwater engineering shall be required.
I have reviewed the soil logs for lot 14, I disagree with this assessment. During the month of June we installed
the power boxes, conduit and meter bases for lot 14 approximately 10 feet to the right of the proposed site for
the infiltration trench. From the surface down 12 inches was type 1 soil from 12 to 36, which was as deep as we
needed to go for the power install, there was type 3 soil. Soil types are based on description n WAC 246‐272A‐
0220 Table V. Also during the month of April we had to locate the sewage connection point for lot 14 on the
opposite rear corner of the lot and found similar soil types. Given that this soil is acceptable for a septic drain
field I am unclear as to why it would not be acceptable for our infiltration trench.
2. BLD2021‐00232: According to the soil logs for parcel 971900036, the property only has 12 inches of soil before it
reaches the water table. Therefore, a drywell is not feasible for this property. The applicant will be required to
consult a professional stormwater engineer to decide what stormwater BMP will successfully manage
stormwater on this property.
I strongly disagree with this assessment. According to the soil logs provided from the County record, there are
no soil log holes on lot 36. I can only surmise that the soil log hole and notes that are being referenced are the
ones in blue. These specific notes are in fact on lot 35. Lot 35 was the last house that we just completed. During
its construction we dug to a depth of 10 ft to install the septic tank and did not hit any water, in fact the soil was
a type 1 type 2 mix the entire excavation.
With reference to lot 36, the lot sits approximately 4 feet above the roadway. A similar height to lot 37 the first
house we built.
Also, before I can sign off on BLD2021‐00236 and BLD2021‐00237, I have a few additional questions for you:
1. BLD2021‐00236: The site plan shows 3,427 sq. ft of proposed new impervious surface. The stormwater packet
shows 2,899 sq. ft of proposed new impervious surface. Which number is correct for BLD2021‐00236? I can
modify the stormwater packet for you. However, if the calculations on the site plan are incorrect, then the
applicant or representative will need to revise the site plan showing the accurate impervious surface
calculations.
The site plan is the correct number.
2. BLD2021‐00237: Has the proposed storage shed been included in the new impervious surface calculations?
No, the storage shed square is simply a place holder. These site plans are also being used to sell the homes prior
to build. Since the site has no garage we wanted to provide a representative space should the buyer decide to
install a shed later on, so that there would be no utilities or other infrastructure in the way.

Just saw your email, the discussion that I had wanted to have was concerning the PW item.
In the Binding site plan I believe that the reference to “current edition” was meant to infer the edition that was
in place when the system was designed, approved by Jefferson County and installed. Otherwise each time a new edition
came out every storm water system in the county would have to be rebuilt.
Given that the stormwater system was designed to function as described in the storm water documents,
submitted with the permits and that the County did approve the plan and approved its installation in August of 1997,
This delay should be a short one. Also given that the system is completely private and all storm water is retained on site
in the development. I believe the spirit of the storm water manual is being maintained.
Once John has had a chance to come up to speed we can discuss the particulars and how to avoid this delay for
the remaining 32 houses.

I submitted these applications on April 6, and the next 3 houses are due in at the end of July. So I am under a
time constraint, if there is any information that I can provide please feel free to reach out to me and I will expedite your
request as quickly as I can.
I would also like to recommend that any persons from DCD or PW, that will be reviewing the current and future
building permit applications for this project, we should make arrangements for a site visit with my self and those
concerned. I have found that being on site and seeing the actual project helps to clarify drawings and expedite approval.

Good Afternoon‐ Thank you for sending these documents to Jefferson County DCD! I reviewed the Binding Site Plan with
the UDC Administrator this morning and we found the following note in the Notice to Purchasers section:
“Prior to the commencement of any land disturbing activities and prior to issuance of a building permit, a stormwater
site plan shall be developed to the standards of the Washington State Dept. of Ecology Storm Water Management
Manual (Current Edition) and be submitted to the Department of Public Works for Approval. Temporary Erosion Control
Methods for Construction Purposes (Roads, Facilities) shall be approved by the Department of Public Works, and
employed during construction. All work incidental to approval of the stormwater site plan, including inspections and
plan review shall be paid by the applicant to the Department of Public Works”.
According to the Binding Site Plan, the stormwater site plan must comply with the current edition of the State
Stormwater Manual, and be sent to Public Works for Approval. The applicant may need to review the submitted plan
and revise its contents to satisfy the stormwater manual requirements. If you want to review the manual first, I will hold
my communications with the Department of Public Works. If not, I will proceed with sending Public Works the submitted
site plan for their review.
