Subject: Surface Transportation Block Grant (STBG) Selection Committee
Statement of Issue: Jefferson County is a designated Lead Agency responsible for
distributing USDOT federal aid through a process to eligible transportation
infrastructure, activities and agencies, including tribes. The federal transportation
act sets aside annual allocations for rural counties. Jefferson County region receives
approximately $430,000. The Federal Highway Administration (FHWA) calls the
revised program Surface Transportation Block Grant (STBG). The federal share for
Washington projects is 86.5% with a minimum 13.5% local match. The Lead Agency is
responsible for developing criteria for county-wide priorities, project application
procedures, awarding, and monitoring of the commitment of federal and local funds
in Transportation Improvement Programs. Jefferson County Public Works, as Lead
Agency, facilitates a STBG Selection Committee and administers a public process for
the selection and award of federal funds. Local Officials are required to participate
in the committee to represent county-wide priorities and consider all modes of
transportation. The core committee roster is one representative each from A) Board
of County Commissioners, B) City Council, C) Transit Board, or as designated and with
the option to add Local Officials from other agencies or tribal nations as necessary to
represent all county-wide priorities.
Analysis/Strategic Goals/Pro's &t Con's:
The Board of County Commissioners may appoint individual Local Officials to the STBG
Committee or give permission to the other agencies to affirm appointments.
Historically, the City of Port Townsend and Jefferson Transit Authority informs
Jefferson County Public Works of current appointments. The County representative
to the STBG Selection Committee was Commissioner Sullivan which was a compatible
choice to coordinated local and regional priorities by his appointment to the Peninsula
Regional Transportation Planning Organization (PRTPO).

Fiscal Impact/Cost Benefit Analysis:
No fiscal impact of convening the STBG Selection Committee with Local Officials and
conducting a public process. To receive STBG funds, project sponsors must enter into
WSDOT agreements to commit to many FHWA requirements and deadlines to
encumber funds and report. Transit and tribes transfer STBG to an appropriate
managing federal jurisdiction.
Recommendation:
Commissioner assignment to the 2021 STBG Selection Committee and subsequent
years will be consistent with the annual PRTPO appointment. The other required
selection committee members will be designated by each jurisdiction to complete the
STBG roster.
