Jefferson County Board of Commissioners
Regular Meeting — August 2, 2021, 9:00 a.m.
Jefferson County Courthouse—Commissioners' Chambers
1820 Jefferson Street, Port Townsend, WA
CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to
order at the appointed time. She noted that the Executive Session listed on the Agenda stated a
11:30 a.m. start time, but it will start at 11:00 a.m.
PUBLIC COMMENT PERIOD: The following is a summary of comments made
virtually by individuals in attendance at the meeting and reflect their personal opinions:
• Comment regarding the negative impacts of the residents living around the Homeless Encampment
situated at the Jefferson County Fairgrounds.
• Comment regarding statistics on gun and other weapon violence, and COVID-19 vaccination
information.
• Comment regarding the cost of the County's proposed new email archive system, Port Ludlow
Drainage District outreach may constitute meeting outside of an open public meeting, and the
Budget Committee was in violation of the Open Public Meetings Act due to no agenda being posted
prior to the start of the meeting.
The Commissioners, Interim County Administrator and Clerk of the Board addressed comments and
concerns raised during the Public Comment Period.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner
Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour
seconded the motion which carried by a unanimous vote.
1. AGREEMENT,Amendment No. 4 re: Memorandum of Understanding(MOU) for Lower Big
Quilcene River Design and Acquisition Project; No Dollar Amount, Time Extension Only;
Jefferson County Environmental Health; Hood Canal Salmon Enhancement Group
2. AGREEMENT re: Hoh River Master Plan Phase I, Administrative Coordination and Writing a
Plan Chapter, "Local Capacity to Supply Restoration Needs;" In the Amount of$26,595;

COMMISSIONERS' BRIEFING SESSION: The Commissioners discussed recent
meetings they attended.
WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided
information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie
Bence provided a situation report.
The meeting was recessed at 10:27 a.m. and reconvened at 10:33 a.m. with all three
Commissioners present.
ADDITIONAL BUSINESS: Letter of Support re: Olympic Blue Economy
Partnership: Chair Dean presented a Letter of Support requested by the North Olympic Development
Council (NODC)regarding their application for funding from the USDA Rural Innovation Stronger
Economies (RISE)program to support the Olympic Blue Economy Partnership. Commissioner

Eisenhour moved to send a letter to the NODC in support of their application for funding from the
USDA Rural Innovation Stronger Economies(RISE)program to support the Olympic Blue Economy
Partnership. Commissioner Brotherton seconded the motion which carried by a unanimous vote.
DISCUSSION re: Supporting KPTZ's Request for Statutory Relief from
Leaseholder Excise Tax: Washington State University(WSU)Jefferson County Extension Director
Cliff Moore and KPTZ General Manager Kate Ingram were present to discuss KPTZ's request from
relief of Leaseholder Excise Tax. After discussion, Commissioner Brotherton moved to approve
RESOLUTION NO. 47-21 in the matter of supporting KPTZ's request for statutory relief from
Leaseholder Excise Tax. Commissioner Eisenhour seconded the motion which carried by a unanimous
vote.
COMMISSIONERS' BRIEFING SESSION—Continued: The Commissioners
continued discussing recent meetings they attended. Chief Civil Deputy Prosecuting Attorney Philip
Hunsucker introduced the newest member of the Jefferson County Prosecuting Attorney's Office, Civil
Deputy Prosecuting Attorney Barbara Ehrlichman. The Commissioners and Interim County
Administrator welcomed her to the County.
EXECUTIVE SESSION: An Executive Session was scheduled from 11:00 a.m. to
11:30 a.m. Chair Dean announced that the Executive Session will be held from 11:04 a.m. to 11:34 a.m.
with the Interim County Administrator/Central Services Director and Chief Civil Deputy Prosecuting
Attorney regarding Real Estate Negotiations; Exemption as outlined in the Open Public Meetings Act,
RCW 42.30.110(1)(b). The Board resumed the regular meeting at 11:35 a.m. Chair Dean announced that
the Board will be extending the Executive Session from 11:36 a.m. to 11:51 a.m. The Board concluded
the Executive Session and resumed the regular meeting at 11:51 a.m.
CALENDAR COORDINATION: The Commissioners and Interim County
Administrator reviewed upcoming meetings.
The meeting was recessed at 12:04 p.m. and reconvened at 1:31 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Briefing re: Fire Danger, Smoke and Heat Concerns: Department of Emergency Management
Director Willie Bence provided a presentation
• Elected Officials Salaries: After discussion, the Board agreed to have Interim County
Administrator Mark McCauley move forward with creating resolutions for future consideration
The meeting was recessed at 3:01 p.m. and reconvened at 3:12 p.m. with all three
Commissioners present.

Administrator/Central Services Director Mark McCauley reviewed the following with the Board.

• Economic Development Council (EDC) Team Jefferson Board Member: After discussion,
Commissioner Brotherton moved to update the Boards and Committees list to represent that
Commissioner Kate Dean will serve the Board of County Commissioners as the Jefferson Board
member on the Economic Development Council (EDC). Commissioner Eisenhour seconded the
motion which carried by a unanimous vote.
ADDITIONAL BUSINESS: American Rescue Plan Act (ARPA)/CARES Act
Funding: Interim County Administrator McCauley stated that the amount previously approved on the
ARPA/CARES Act spreadsheet incorrectly listed Public Work's revenue loss and it should be changed
to $342,119. The Commissioners continued reviewing and making edits to the spreadsheet as shown
below:

After discussion, Commissioner Brotherton moved to update the ARPA and CARES funding
commitment spreadsheet as presented. Commissioner Eisenhour seconded the motion which carried by a
unanimous vote. During the July 26, 2021 Board of County Commissioners meeting, Interim County
Administrator McCauley was granted authority to create and sign associated grant agreements with the
entities listed above.
COUNTY ADMINISTRATOR BRIEFING SESSION-Continued: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Childcare
• Rhododendron Parade
• Upcoming Agenda items and miscellaneous topics
• Response letter regarding neighbors of the Jefferson County Fairgrounds: Commissioner
Brotherton will draft a response letter to the residents located near the fairgrounds

CALL TO ORDER: Washington State Association of Counties(WSAC) staff called the
Virtual Counties Update meeting to order. Jefferson County Commissioner/Chair Kate Dean,
Commissioner Heidi Eisenhour, and many other Commissioners and County Officials across
Washington State were in attendance.
DISCUSSION with Other Washington State Counties and Washington State
Association of Counties (WSAC) Staff: The participants of the meeting discussed various County
issues.

Jefferson County Courthouse—Commissioners' Chambers

CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and
Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the Special
Meeting to order at the appointed time. The following staff were present for discussion: Public Works
Director/County Engineer Monte Reinders, Public Works Assistant Director/Engineering Services
Manager Eric Kuzma, Road Maintenance Superintendent Matt Stewart, Solid Waste Manager Al Cairns
and Sewer Project Manager Bob Wheeler.
WORKSHOP re: PUBLIC WORKS PROGRAMS re: Solid Waste, Roads,Trails,
Sewer, etc: The Commissioners listened to updates from various Public Works programs which
included:
• Road Maintenance: Multi-year Pavement Preservation Program, Vegetation Control Program,
Traffic Control Program, Snow and Ice Program, COVID-19 protocols, common public concerns
and staffing.
• Solid Waste/Recycling: Recycling services Request for Proposals(RFPs) received, Solid Waste
Management Plan update and Capital Facilities planning process.
• Transportation/Engineering: Olympic Discovery Trail Project, Center Road Overlay(MP 10.34
— 14.58), Old Hadlock Road Realignment and Trail Project, Quilcene Complete Streets Pedestrian
and Bicycle Project, Cedar Avenue Safe Routes to School Project, Snow Creek Road Culvert
Replacement Project, Little Quilcene River Bridge Replacement Project, Existing Undi Road
Project—Capital Improvement Fund Loan, and the new JUMP! Playground.
The meeting recessed at 3:12 p.m. and reconvened at 3:21 p.m. with all three
Commissioners present.
WORKSHOP re: PUBLIC WORKS PROGRAMS—Continued: The Commissioner
continued listening to updates from Public Works staff:
• Port Hadlock Wastewater(Sewer) Project: Project update, project schedule, estimated
costs and what it will cover, funding, key items to consider for the future, budget projections,
funding sources, and a review of the project map.

CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and

the County network, Chair Dean called the meeting to order at 9:14 a.m.

Director/County Engineer Monte Reinders and Parks and Recreation Manager Matt Tyler were present
to discuss Parks and Recreation which included the following:
• Olympic Discovery Trail, Capital Improvement Projects, analysis of Park inventory, Parks
use level and maintenance resource requirements, and an update on the Jefferson Universal
Movement Playground (JUMP!)
The meeting was recessed at 3:12 p.m. and reconvened at 3:21 p.m. with all three
Commissioners present.
COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County
Administrator/Central Services Director Mark McCauley reviewed the following with the Board.
• Review of items to discuss
• ADDITIONAL BUSINESS: Letter re: Jefferson County Fairgrounds Neighbors—Response:
After discussion, Commissioner Eisenhour moved to authorize Commissioner Brotherton to
finalize and send a letter to the neighbors of the Jefferson County Fairgrounds about the
homeless encampment issue they raised in their letter. Chair Dean seconded the motion which
carried by a unanimous vote.
• Governor Inslee's masking mandate
• Auditor's Office Space Issue: Auditor Rose Ann Carroll was present to discuss the Auditor's
Office space issue with the Board. Interim County Administrator McCauley will look into lease
negotiations
