Subject: Surface Transportation Block Grant (STBG) Selection Committee
Convenes in a Public Meeting, Publish Legal Notice
Statement of Issue:
Jefferson County is a designated Lead Agency responsible for distributing USDOT Surface
Transportation Block Grant (STBG) Program to eligible transportation agencies, including tribes.
The federal transportation act sets aside annual allocations for rural counties. The Jefferson
County region received $430,548 in FFY21. The federal share for Washington projects is 86.5%
with a minimum 13.5% local match. The Lead Agency is responsible for developing criteria for
county-wide priorities, project application procedures, awarding, and monitoring of the federal
and local fund commitments in Transportation Improvement Programs. Jefferson County Public
Works, as Lead Agency, facilitates a STBG Selection Committee and administers a public process
for the selection and award of these federal funds. A legal notice is required for a Call for
Projects and to convene Local Officials in a public meeting to represent county-wide priorities,
consider all modes of transportation and public comment and make funding decisions as the
STBG committee.
Analysis/Strategic Goals/Pro's Et Con's:
The attached Legal Notice will appear twice in the Leader, one week apart.
Fiscal Impact/Cost Benefit Analysis:
No fiscal impact of convening the STBG Selection Committee with Local Officials and conducting
a public process.
Recommendation:
Authorize by Consent Agenda approval the publishing of the legal notice regarding the STBG
Program 2022 to 2025 Call for Projects and Public Meeting for the Jefferson County Regional
Allocation.

NOTICE OF PUBLIC MEETING
Notice is hereby given that a public meeting will be held to select projects for funding
from the Jefferson County regional allocation of the Federal Surface Transportation
Block Grant Program (STBG) under the Surface Transportation Act
(FAST) for Federal Fiscal Years 2022-2025. A multi-jurisdictional Selection Committee
will review regional STBG selection criteria and requirements, discuss proposed eligible
projects, and award regional STBG funds. Public comments will be taken and considered
in project selection. The committee meeting will be remotely held in accordance with
County Resolution 45-21 at 10:00 AM, Thursday, September 30, 2021 in the virtual
GotoMeeting platform with a dial-in number (646) 749-3335, Access Code 677-597-437.

available for download at: https://co.jefferson.wa.us/420/Public-Works Proposals are due
to the Jefferson County Public Works drop box by 5:00pm, Wednesday, September 15,
2021 at 623 Sheridan St, Port Townsend, WA 98368 or delivered electronically at
pubworks@co.jefferson.wa.us. Proposals shall be accompanied by a project delivery
schedule, cost sheet and address the following criteria: Preservation, Safety, Stewardship;
Mobility; Economic Vitality; Environment as well as show how the project supports the
PRTPO Regional Transportation Plan. Only projects that can be obligated by the program
