MINUTES Jefferson County Board of Commissioners Regular Meeting — August 9, 2021, 9:00 a.m. Jefferson County Courthouse—Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Due to technical difficulties with the County network, Chair Dean called the meeting to order at 9:14 a.m. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the Homeless Encampment at the Jefferson County Fairgrounds. • Four(4) comments regarding the Jefferson Universal Movement Playground (JUMP!) funding. The Commissioners and Interim County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Brotherton moved to approve the items on the Consent Agenda as presented. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Mental Health Navigator; In the Amount of$116,817.60; Jefferson County Sheriffs Office; Washington Association of Sheriffs and Police Chiefs (WASPC) 2. AGREEMENT re: Positive Behavior Support Plans for Individuals who Experience an Intellectual/Developmental Disability; In the Amount of$4,650; Jefferson County Public Health; Jacqueline E Chotiner, Ph.D. LLC 3. AGREEMENT, Change Order No. 1 re: Decommissioning Three (3) Abandoned Wells on Jefferson County Owned Property, County Project No. 18020790; Additional Amount of $994.50 for a Project Total of$20,865.50; Jefferson County Public Works; Oasis Well Drilling, Inc. 4. BOARD APPOINTMENT re: Surface Transportation Block Grant(STBG) Selection Committee; Jefferson County Public Works 5. ADVISORY BOARD REAPPOINTMENT re: Jefferson County Parks and Recreation Advisory Board (JCPRAB); Two (2) Year Term to Expire May 15, 2023; District No. 3 Representative, Jon Cooke 6. Payment of Jefferson County Payroll Warrants Dated August 5, 2021 Totaling $952,350.17 and A/P Warrants Done by Payroll Dated August 5, 2021 Totaling $862,038.21 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) 1 Commissioners Meeting Minutes of August 9, 2021 COMMISSIONERS BRIEFING SESSION and CALENDAR COORDINATION.: The Commissioners noted that the Rhododendron Parade was taking place this weekend. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. COMMISSIONERS' BRIEFING SESSION and CALENDAR COORDINATION - Continued: The Commissioners discussed recent meetings they attended and reviewed upcoming meetings. The meeting was recessed at 11:22 a.m. and reconvened at 11:29 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION and CALENDAR COORDINATION— Continued: The Commissioners continued discussing upcoming meetings, the Port Ludlow Drainage District, Homeless Encampment property, Washington State Budget and miscellaneous topics. The meeting was recessed at 11:48 a.m. and reconvened at 1:31 p.m. with all three Commissioners present. PUBLIC WORKS WORKSHOP re: Parks and Recreation Update: Public Works Director/County Engineer Monte Reinders and Parks and Recreation Manager Matt Tyler were present to discuss Parks and Recreation which included the following: • Olympic Discovery Trail, Capital Improvement Projects, analysis of Park inventory, Parks use level and maintenance resource requirements, and an update on the Jefferson Universal Movement Playground (JUMP!) The meeting was recessed at 3:12 p.m. and reconvened at 3:21 p.m. with all three Commissioners present. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Review of items to discuss • ADDITIONAL BUSINESS: Letter re: Jefferson County Fairgrounds Neighbors—Response: After discussion, Commissioner Eisenhour moved to authorize Commissioner Brotherton to finalize and send a letter to the neighbors of the Jefferson County Fairgrounds about the homeless encampment issue they raised in their letter. Chair Dean seconded the motion which carried by a unanimous vote. • Governor Inslee's masking mandate • Auditor's Office Space Issue: Auditor Rose Ann Carroll was present to discuss the Auditor's Office space issue with the Board.
