HomeMy WebLinkAbout082321ca11 JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST TO: Board of County Commissioners FROM: Mark McCauley, Interim County Administrator Erin Lundgren, Human Resources Manager DATE: August 23, 2021 SUBJECT: AGREEMENT,3rd Technical Amendment re: Employer Medical Plan Contribution for Fraternal Order of Police (FOP)/Jefferson County Sheriff's Office Uniformed Support Services (JCSOUSS) Employee Association Members STATEMENT OF ISSUE: On February 1, 2021, the Board approved an agreement to adjust the employer medical plan contribution for Fraternal Order of Police (FOP)/Jefferson County Sheriff's Office Uniformed Support Services (JSCOUSS) Employee Association Members. That agreement expires August 31, 2021. Attached is an agreement that continues the employer medical plan contribution. FISCAL IMPACT: County contribution through December 31, 2021: Maximum of$1,381.51 per month, per member. County contribution effective January 1, 2022: Maximum $1,407.33 per month, per member. RECOMMENDATION: Approve the Agreement, 3rd Technical Amendment, regarding the employer medical plan contribution for Fraternal Order of Police (FOP)/Jefferson County Sheriff's Office Uniformed Support Services (JSCOUSS) Employee Association Members. REVIEWED BY: A /./Zieedj. rn/Z Mark McCaul4 Interim County Adm trator Date 3rd Technical Amendment to the AGREEMENT by and between JEFFERSON COUNTY (Employer/County)and JCSOUSS Employee Association (Association) Covering UNIFORMED SUPPORT SERVICES A. Jefferson County and the Association are parties to a Collective Bargaining Agreement (CBA) for 2018 through 2021, and; B. During the course of the CBA administration in 2021 the Parties executed the 2nd Technical Amendment, and; C. The Association in August 2021 opened the CBA a second time for further negotiations of medical pursuant to Article 22 of the CBA. THEREFORE, HAVING CONFERRED AND BARGAINED IT IS AGREED: 1. The County recognizes the 2021 2nd Technical Amendment will expire September 2021. 2. The Association asserts that a hardship will befall the Bargaining Unit regarding medical unlike any other Bargaining Unit in the County. 3. It is agreed the County payments agreed in the 2nd Technical Amendment of a maximum of$1,381.51 per month shall continue through December 31, 2021. 4. Effective January 2022 based on employee hours in December 2021 the County will pay the amount of 85%of the "FOP $250 deductible medical/dental package" with a current total COMPOSITE cost of$1,540.28 resulting in a County contribution of$1,309.24 per month per Bargaining Unit employee. Such County contribution shall continue until the Parties agree to a new amount. 5. Effective January 2022, as determined by the Auditor, the County will deduct,pretax, if reasonably possible, from the pay of each Bargaining Unit employee the amount of $231.04, or such other amount the Association shall instruct the County to deduct, as the employee contribution to medical. The employee contribution is a "wage reduction"for purposes of employee medical contribution. 6. The Association is fully responsible for administering all aspects of the benefits selected by the Association. The County is only responsible for the payment of the agreed County cash amount of contributions in the amount stated in 4. above or such other amounts as the Parties may agree from time-to-time. 7. The Association by its authorized agent must promptly provide payment instructions to the County Auditor(copy to FIR). 8. The County shall not be a party to the FOP program. The County responsibility is exclusively to make the agreed payments of County contribution plus employee medical deduction to an account designated by the Association. 9.
