Subject: Additional Information Requested for Transient Rental
Attachments: 4201_001.pdf; 4202_001.pdf
Steve and Emily Elliott:
I am the land use planner reviewing your Jefferson County transient rental permit application for your
residence on Marrowstone Island. There are a couple of items that I want to point out at this point in
the review:
1) I added an additional parking space to the site plan--two standard spaces + one additional for
transient rentals. I used the dimensions of 9-foot wide x 18-foot long stalls and it appears that a
third can be slipped in next to the two you have delineated.
2) On the floor plan, I need the locations of smoke detectors/carbon monoxide detectors noted.
This will be reviewed by a Plans Examiner for compliance with the residential building code. I
attached the floor plan for convenience.
The items that the building inspector will be checking on-site are: 911 Address Sign Posted,
Sufficient Egress from Living Areas, Parking, Exterior Lighting, Smoke and Carbon Monoxide
Detectors, Stairs-Handrails.
I’ve forwarded your application to Public Environmental Health for their review for any septic system
issues. I’ll forward the floor plan to the Plans Examiner when I receive the Smoke/CO detector markup
on the floor plan. Thanks.
Merry Christmas!

Hi, Joel, Here are my attempts to show placement of the carbon monoxide detectors (X) and the smoke
detectors (O).
The yellow highlight shows locations of the beds. CMD’s plugged in low. SD’s up towards ceilings.
Thanks and have a great holiday!

Hi, Joel,
It's Emily Elliott checking in to find out where we are in the vacation rental permitting process.
I know you mentioned that someone would be coming out to inspect and I assume we have to be there
to let them in. We'll be over this Thursday, leaving Tuesday so there is a Friday/Monday window if that
can work.
Let me know any developments since we were last in touch in December.
Thanks,
Emily

Hello Emily,
I checked with the Environmental Health Department to make them aware that your permit review is
waiting for their input.
While that is occurring, we can go ahead and schedule an inspection of the building. When would be
the next time you are available on site? We need to schedule with the inspector at least a day in
advance. Thanks.

Hi, Joel,
Thanks for your prompt reply! We’re next over from 2/26 to 3/3. Could we schedule for Thursday, Feb
27?
As shown on the floor plan, we have CO monitors and smoke detectors in each bedroom. Do we need
additionals for living room with woodstove or kitchen?
Advise please so that we can be in compliance before the inspection.
Exciting to be moving forward!

Hi, Joel,
One last question. Those drawings look to have the smoke detector/ carbon monoxide detector as a
single unit. I’ve seen those but I didn’t know if they were code.
Looks as if they are?
Many thanks for this.

Hi, Joel,
Thanks for this. I have printed out the attachments to bring to Marrowstone to make sure we are
compliant...
Are we set for the inspector to come on Feb 27? We are moving forward as if that is a given but I want to
make sure we are on their calendar. If yes, do we have a time set? If no, can we be penciled in still for
that date?
Thanks for your help with this, Joel.
Any word from the septic people yet?
Best,
Emily

Emily & Steve:
I conferred with the Plans Examiner regarding your smoke/co alarm question. The detectors do not have
to be in the same unit--the annotations on your plan (attached) mean they both have to be in that
location. Also, the "egress" annotation was explained that those bedroom windows need to be of an
egress type, and have a clear opening of minimum 20" wide x 24" high, for an area of 5.7 square feet.
I've attached the residential code notes for smoke alarms and egress windows.

Hi Friends,
I don’t see a contact for EH on MLA19-00138/ZON19-00063 Transient Rental—sorry for the shotgun
email.
Steve and Emily Elliott are just about to finish their rental permit and I see the Septic Activity is not
signed off. I attached a scan of the application materials again for your convenience.
