MINUTES Jefferson County Board of Commissioners Regular Meeting — August 16, 2021, 9:00 a.m. Jefferson County Courthouse— Commissioners' Chambers 1820 Jefferson Street, Port Townsend, WA CALL TO ORDER: Chair Kate Dean, Commissioner Greg Brotherton and Commissioner Heidi Eisenhour participated in the meeting remotely. Chair Dean called the meeting to order at the appointed time. She reminded the public that there will be no Board of County Commissioners (BOCC) meeting on August 30, 2021. PUBLIC COMMENT PERIOD: The following is a summary of comments made virtually by individuals in attendance at the meeting and reflect their personal opinions: • Comment regarding the side effects of the COVID-19 vaccine and its ineffectiveness. • Comment regarding the proposed Discovery Bay Golf Course development. The Commissioners and Interim County Administrator addressed comments and concerns raised during the Public Comment Period. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Eisenhour moved to approve the items on the Consent Agenda as presented. Commissioner Brotherton seconded the motion which carried by a unanimous vote. 1. AGREEMENT No. SWMLSWFA-2021 JCPWSW-00065 re: 2021-2023 Solid Waste Financial Assistance Program; In in the Amount of$97,519.50; Jefferson County Public Works; Washington State Department of Ecology 2. AGREEMENT re: Provide Improved Access to Behavioral Health Services; In the Amount of $220,000; Jefferson County Public Health; Washington State Health Care Authority 3. AGREEMENT,Amendment No. 1 re: Extension of Rural Community Opioid Response Program Implementation(RCORP-I) Services; Additional Amount not to exceed $10,000; Jefferson County Public Health; Health Facilities Planning& Development 4. AGREEMENT re: Provide Mental Health Services for young children in the Brinnon School District; In the Amount of$74,836; Jefferson County Public Health; Jumping Mouse Children's Center 5. AGREEMENT re: Jail Inmate Medical Services; In the Amount of$245,680; Jefferson County Sheriff's Office; Health Care Delivery Systems Inc. 6. FINAL SHORT PLAT APPROVAL re: "Seaview Meadows Short Plat", MLA20- 00031/SUB2020-00003, Short Subdivision of a 49.8-acre, RR-10 parcel into four parcels of roughly equivalent size, Located at 611 Old Gardiner Road; Applicant, Charles Roberts; Jefferson County Department of Community Development 1 Commissioners Meeting Minutes of August 16, 2021 7. MINUTES re: Regular Meeting Minutes of August 2, 2021, Special Meeting Minutes of August 2, 2021 (WSAC Virtual Assembly), Special Meeting Minutes of August 4, 2021 (Public Works Workshop), Regular Meeting Minutes of August 9, 2021 and Special Meeting Minutes of August 9, 2021 (WSAC Virtual Assembly) 8. Payment of Jefferson County Vouchers/Warrants Dated August 9, 2021, Totaling $890,091.53 and Dated August 11, 2021 Totaling $4,277.96 (Records of all claims submitted for payment along with vouchers approved and signed by the Board of Jefferson County Commissioners are retained by the Jefferson County Auditor and Public Works Department.) 9. Payment of Jefferson County Payroll A/P Warrants Dated August 11, 2021, Totaling $143,243.81 (Records of all claims submitted for payment along with A/P Warrants approved by the Payroll Services Manager are retained in the Jefferson County Auditor's Office) COMMISSIONERS' BRIEFING SESSION and CALENDAR COORDINATION: The Commissioners discussed recent meetings they attended and miscellaneous topics. WEEKLY UPDATE re: COVID-19: Public Health Officer Dr. Allison Berry provided information on the COVID-19 virus in Jefferson County and Emergency Management Director Willie Bence provided a situation report. The meeting was recessed at 10:34 a.m. and reconvened at 10:42 a.m. with all three Commissioners present. COMMISSIONERS' BRIEFING SESSION and CALENDAR COORDINATION— Continued: The Commissioners and Interim County Administrator continued to discuss recent meetings they attended,upcoming meetings, Mill Road property update and miscellaneous topics. The meeting was recessed at 11:28 a.m. and reconvened at 1:30 p.m. with all three Commissioners present. INTRODUCTION re: New Department of Community Development (DCD) Director Brent Butler: Interim County Administrator Mark McCauley introduced the new DCD Director and explained his past work history with the Board. The Commissioners briefly indicated areas of interest they would like to further discuss with the new Director. EXECUTIVE SESSION: An Executive Session was scheduled from 1:45 p.m. to 2:00 p.m. Chair Dean announced that the Executive Session will be held from 1:54 p.m. to 2:09 p.m. with the Interim County Administrator/Central Services Director, Chief Civil Deputy Prosecuting Attorney and County Clerk regarding Attorney-Client Privilege, Potential Litigation under exemption RCW 42.30.110(1)(i) as outlined in the Open Public Meetings Act. The Board resumed the regular meeting at 2:11 p.m. Chair Dean announced that the Board will be extending the Executive Session from 2:12 p.m. to 2:22 p.m. The Board concluded the Executive Session and resumed the regular meeting at 2:23 p.m. Commissioner Brotherton moved that Jefferson County join King and Snohomish Counties as well as any other parties as co-plaintiffs in seeking a declaratory judgment that Blake costs are fully a state responsibility and should not fall as a burden onto the shoulders of the County. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. 2 Commissioners Meeting Minutes of August 16, 2021 CLOSED SESSION: A Closed Session was scheduled from 2:00 p.m. to 2:30 p.m. Chair Dean announced that the Closed Session will be held from 2:24 p.m. to 2:54 p.m. with the Interim County Administrator/Central Services Director, Labor Relations Consultant to Discuss, Plan or Adopt the Strategy or Position to be taken by the governing body during the course of Collective Bargaining, Professional Negotiations, or Grievance or Mediation Proceedings, or to Review the Proposals Made in Negotiations or Proceedings while in progress not subject to the Open Public Meetings Act under exemption RCW 42.30.140(4)(b). The Board concluded the Closed Session and resumed the regular meeting at 2:57 p.m. ADDITIONAL BUSINESS: Letter to the Neighbors of the Jefferson County Fairgrounds: Commissioner Brotherton presented a final version of a letter to the Jefferson County Fairgrounds neighbors, as a response to their letter. After a brief discussion, Commissioner Brotherton moved to take the updated version of the letter to the neighborhood surrounding the fairgrounds, and once approved, all three commissioners will sign it and he will deliver to them tomorrow. Commissioner Eisenhour seconded the motion which carried by a unanimous vote. During the August 9, 2021 Board of County Commissioners meeting,the Board authorized Commissioner Brotherton to finalize and send a letter to the neighbors of the Jefferson County Fairgrounds. The updated letter presented and approved today will be signed by all three Commissioners. COUNTY ADMINISTRATOR BRIEFING SESSION: Interim County Administrator/Central Services Director Mark McCauley reviewed the following with the Board. • Public Employee Relations Committee (PERC) Employee Picnic • Review of items to discuss • Mill Road property update • Dove House; supportive housing • American Legion Shelter; update NOTICE OF ADJOURNMENT: Chair Dean adjourned the meeting at 3:28 p.m. until the next.reguslar meeting or special meeting as properly noticed.
