Nesbitt, P.E., Senior Engineer ~ RE: Annual Bridge Condition Report, Wac 136-20-060 In accordance with the National Bridge Inspection Standards and WAC 136-20-030, the routine bi-annual bridge inspection for county owned and maintained bridges was conducted the year. All bridges were inspected except the Maple Creek Bridge, Bridge No. 12W, due to the loca11and owner blocking the Maple Creek Rd. which provides access to the structure. The owner has been notified to remove the obstruction so that the bridge can be inspected as soon as possible. Structurally, the county's bridges are in good condition with no observed major deficiencies. Most bridges will require routine maintenance, consisting ofbrushing around the abutments, cleaning of decks, and minor bridge delineation repair. In addition to the routine inspections, all of the county's bridges were structurally rated for consistency with the Nation Bridge Inspection Standards and detennining their load carrying capacity for their life expectancy. All of the bridges were found to be adequate with no load limit posting required except YatT Bridge, Bridge No. 17E, on Center Road. This structure, based on calculations, shows that the shear strength in the reinforced concrete stringers, due to the size of the reinforcing steel, do not meet current standards. This lowers the rating for a legally loaded AASHTO Type 1 truck (equal to a tandem axle 10 yard. dwnp truck) which nonnallY would lead to posting the structure. However, the Manual for Condition Evaluation of Bridges by AASHTO, states in Section 7.4.1 that "A concrete bridge need not be posted for restricted loading when it has been carrying normal traffic for an appreciable length of time and shows no distress." This bridge was originally constructed in 1955 and widened in 1980 and shows no signs of distress at this time. Based on these observations, it is Public Works recommendation that the bridge NOT be posted at this time, but that the structure be monitored for any signs of distress. Also this year, in addition to perfonning updates to the State of Washington Inventory of Bridges and Structures (SWIBS) Inspections, statTalso began utilizing "PONI1S", an additional inspection system required by the Federal Highway Administration to maintain eligibility for federal funds for bridge replacement and rehabilitation. This system will cause the need for additional statTtraining. Further, as you are aware, the county has secured both ISTEA Hazard Elimination and Bridge Replacement Off System funds for removal of the Railroad Bridge, Bridge No. 19E. The structure will be replaced, most likely, by a large pipe arch. Additionally, the bridges that were funded in the Bridge Rail Retrofit program have been completed. Adoption Enclosed in this package for your review are, a resolution sheet, a copy of the recommended Six Year Transportation Improvement Program, the 1995 Priority Array, the annual Bridge Condition Report, the 1995 Intersection Rating's, a Six Year Transportation Improvement Schedule, and a breakdown of T.I.P. funds per year. As you are aware of, Public Works is in the process of reworking the methods now used to develop the Priority Array. This should be completed in time to use in the development of the 1996 Priority Array. This new rating system could bring many other projects to the top of the list and potentially change the projects in last two or three years in the Six Year T.I.P. recommended for this year.
