HomeMy WebLinkAboutCounty Engineer JEFFERSON COUNTY JOB DESCRIPTION Position: Department: Annual Hours Worked: Exempt Salary System Grade: Reports to: COUNTY ENGINEER Public Works 2080 8 Public Works Director 1.0 MAJOR FUNCTION AND PURPOSE 1.1 Persons in this position are responsible for the planning, administration, and coordination of all engineering and associated activities related to county roads and capital projects. Responsible to maintain status of Jefferson County as a certified agency for administration of federal transportation funds. Serves as Acting Director in the absence of the Public Works Director. Provide guidance and internal oversight in the preparation of the annual road fund budget, as well as assisting in assigning priority and planning for other capital project budgets. Assignments involve responsibility for final decisions and results in technical engineering and operational matters of the Public Works Department by performing the following duties personally or through subordinate supervisors. 2.0 SUPERVISION RECEIVED - 2.1 Persons in this position are given significant discretion, within the scope of policy and regulations, in the routine performance of their duties; supervision and guidance are received from the Public Works Director. 2.2 The statutory requirements of RCW 36 that are assigned to the County Engineer who will report through the Public Work Director to the County Administrator and the Board of County Commissioners. 3.0 SUPERVISION EXERCISED 3.1 Persons in this position establish, facilitate, and manage, through subordinate managers and employees, the overall direction, coordination, and evaluation of the Engineering, Transportation, Capital Projects Management and Operations Divisions of the Public Works Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 4.0 SPECIFIC DUTIES AND RESPONSIBILITIES 4.1 Performs requirements of RCW 36. that identify the County Road Engineer or County Engineer. - Revised May 29, 2001 Page 1 of 7 Jefferson County Job Description: County Engineer 4.2 Directs department activities in the design of roads, bridges, buildings, miscellaneous capital projects and other engineering for related structures and provides technical direction in the development of all designs, schedules, departmental regulations and specifications. 4.3 Directs the construction inspections activities for the department; assigns a project engineer/manager for all construction contracts; assigns technical personnel to assist in inspection activities and assures construction conforms to specifications. 4.4 Analyzes and evaluates past and present construction projects and estimates future project construction costs. 4.5 Makes recommendations on engineering matters to the County Administrator and Board of County Commissioners and other County departments. Recommends manpower, equipment, and capital improvement needs for the department's annual budget and reviews and approves engineering reports, estimates and studies. 4.6 Maintains knowledge of new technologies which may improve operations and develops recommendations accordingly. 4.7 Confers and coordinates with County, State, federal government representatives, and the public, on various road engineering and related activities. 4.8 Evaluates field and office functions to determine the success in obtaining departmental goals and institutes functional changes as needed. 4.9 Delegates prescribed responsibilities to engineering technical personnel. 4.10 Maintains knowledge of safety policies and regulations to ensure duties of self and others are performed in a safe manner. 4.11 Perform other tasks as directed. 5.0 REQUIRED KNOWLEDGE AND ABILITIES 5.1 Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication concerning change in clear, effective, persuasive, and professional manner. Ability to effectively prepare and/or direct preparation of, and present comprehensive reports, presentations, budgets and correspondence to top management, public groups, and/or boards. - 5.2 Ability to work with mathematical concepts such as probability and statistical inference. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. 5.4 Ability to use a typewriter, personal computer and software, computer terminal, calculator, and other office equipment standard to areas of assignment and to adapt to new and/or modified equipment which may be acquired. 5.5 Demonstrated successful supervisory and managerial experience is necessary for the implementation of sound organizational practices. 5.6 Maintain a high standard for accuracy, completeness, and efficiency in the preparation of reports and budgets. Independent and self motivated to complete required deadlines while simultaneously completing other tasks. 5.7 Must have technical engineering knowledge. - 5.8 While preforming the duties of this job, the employee is frequently required to talk or hear; stand; walk; use hands to finger, handle, or feel objects, tools, or controls. The employee regularly is required to sit; climb or balance; and stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms. 5.9 The employee must occasionally lift and/or move up to 50 pounds. Specific vision requirements include: close vision, distance vision, color vision, depth perception, night vision, and the ability to read small print and to adjust focus. 6.0 MINIMUM QUALIFICATIONS 6.1 Master's Degree (MS) in Civil Engineering or related field, and a minimum of five (5) years progressively responsible engineering experience, with at least one (1) year as manager including direct responsibility for performance of a team and/or multiple functional areas involving subordinate employees; or a Bachelor's Degree (BS) and ten (10) year of engineering experience, five (5) years of which must have been associated with the design, construction, or maintenance of roads and bridges, with at least two (2) years as manager; or equivalent combination of education and experience. 6.2 Valid Washington State Driver's License. 6.3 Must be a licenced professional engineer in the State of Washington Revised May 29, 2001 Page 3 of 7 Jefferson County Job Description: County Engineer 7.0 DESIRABLE QUALIFICATIONS AND ABILITIES 7.1 Ability to successfully complete various required training classes and obtain certificates necessary for functional skills performance, maintenance and improvement. 7.2 Knowledge of the principles and practices of Civil engineering as related to road design, construction, and maintenance. 7.3 Knowledge of the modern developments, current literature and sources of information relative to all aspects of road engineering. 7.4 Assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities, and time. 7.5 Strong leadership, management, organizational, planning and negotiating skills. Ability to plan direct, and coordinate the activities of professional, technical, operational, and office support personnel involved in a variety of road engineering and maintenance programs and projects. 7.6 Ability to establish and maintain effective working relations with employees, and public, and private officials. Understands need for maintaining confidentiality of sensitive information. - 7.7 Ability to interpret administrative policies and apply professional judgment in their execution. 7.8 Ability to use tools, instruments, equipment and techniques commonly used in the performance of related tasks. 7.9 Ability to quickly grasp new techniques, deal with rapid changes in events, remain clam in stressful situations, relate to various personality styles in a calm, professional manner. 7.10 Assure efficient and effective utilization of volunteers and department personnel, funds, materials, facilities and time. 7.11 Knowledge of Access database software;
