MINUTES
WEEK OF JANUARY 23, 1995
The Chairman met with the Auditor and the Treasurer at 8:30 a.m. for a Finance
Committee meeting. He then called the meeting to order at 9:00 a.m. with Commissioners
Robert Hinton and Richard W ojt present. The Board met in Executive Session with the
Prosecuting Attorney and the Assessor regarding potential litigation until 9:30 a.m.
GMA Update: Public Services Director Gary Rowe submitted and reviewed a new
schedule of meetings. Chairman Huntingford asked if the original 9 member group working on
planning for the Tri Area was disbanded? He noted that he feels that committee should continue
to work. Commissioner Hinton stated that he feels the group should continue as originally setup.
Commissioner Wojt stated that everything has changed in the Tri Area and he isn't sure if the
original group is still viable. The Board concurred that they will discuss this further.
Gary Rowe reported that the questions raised at the "On the Road" meetings with the Board will
be compiled and brought to the Board for clarification and answers. Lesa Barnes reported that
the Quimper Community Planning Committee will be having a public review of their community
plan tomorrow evening.
The discussion then turned to the Planning Commission's review of the Resource Lands ordinance
and if the issues will be resolved to the point that the workshop scheduled for Thursday is
necessary. Gary Rowe reported that they will know more after tonight's meeting of the Planning
Commission. The survey of timberland owners being conducted by the Planning Commission
was discussed.
Chairman Huntingford asked that response letters be sent to the people that commented on the
Port Ludlow IUGA ordinance with answers to their questions.
PUBLIC COMMENT PERIOD: The following issues/items were discussed: The
Planning Commission's need for documèntation and input on forest resources; fairness with

regard to the way the Planning Commission survey is presented to timber property owners; the
need for an automatic door into the Courthouse so the building is handicapped accessible; and an
update on what bills are being proposed by v~ous Counties regarding GMA.

W ojt moved to delete item 5 and to approve and adopt the rest of the items on the consent agenda
as presented. Commissioner Hinton seconded the motion which carried by a unanimous vote.

Hearing Examiner's Findings, Conclusions, and Recommendation re: Vacating
Carnegie A venue and an Alley in Irondale No.6; Approximately 290 feet lon~ b; 50 f~~t
wide; Michael Regan: Public Works Administrative Assistant Eileen Simon reported that the
Hearing Examiner recommends that the Board deny the requested vacation of Carnegie Avenue,
but approve the vacation of the alley subject to the compensation requirements. The Hearing
Examiner noted that utilities can be placed within the platted street so the alley can be vacated.
Commissioner Wojt moved to approve the Hearing Examiner's recommendation. Commissioner
Hinton seconded the motion which carried by a unanimous vote.

HEARING re: Appeal of Shoreline Management Advisory Committee's Recom-
mendation to Deny Shoreline Variance Request; SAP-0004; Located in Port Ludlow near
Existing Marina and Pope Resources Log Dump; Louis Scott, Applicant: Hearing postponed
at the request of the applicant.
The meeting was adjourned at the end of the scheduled business and reconvened on
Tuesda.y afternoon. All three Board members were present.
AGREEMENT, Supplemental re: Project No. R01182; Big Quilcene River
Floodplain Appraisal and Acquisition; Sodergren: Commissioner Wojt moved to approve the
supplemental agreement with Chuck Williams as presented. Chairman Huntingford seconded the
motion in the temporary absence of Commissioner Hinton. The motion carried.
Applications for Assistance from the Veterans Relief Fund: Commissioner
Hinton moved to approve the two applications for assistance from the Veterans Relief Fund
submitted by VFW #7014 in the amounts of $370.95 and $500.00. Chairman Huntingford
seconded the motion in the temporary absence of Commissioner W ojt. The motion carried.
