WEEK OF l\1ARCH 27, 1995
The meeting was called to order by Chairman Glen Huntingford. Commissioner
Hinton was present and Commissioner Richard W ojt was not.
COMMISSIONERS' BRIEFING SESSION
Discussion re: Draft Risk Management Ordinance: Deputy Prosecuting
Attorney Paul McIlrath explained what is being proposed by the Prosecuting Attorney for the
reorganization of the Risk Management functions of the County. He explained that they are still
working on refining the draft ordinance. He asked if the Board has any concerns they feel need
to be addressed? The Board indicated that they will be reviewing the draft ordinance.
APPROVAL OF THE MINUTES: Commissioner Hinton moved to approve the
Minutes of March 20, 1995 as presented. Chainnan Huntingford seconded the motion which
carried by a unanimous vote.
GMA Update: Public Services Director Gaty Rowe reported that the Planning
Commission will be reviewing the Critical Aquifer Recharge Area Ordinance and preparing a
report on that ordinance for the Board. They will review the revised SEP A ordinance, as well as
working on the alternative impact report on the Comprehensive Plan and will continue their
work on the Forest Resource Lands ordinance.
Requests have been sent to the groups identified as being part of the Water Utility Coordinating
Committee for submission of the name of their representative to serve on this committee.
Suzanne Drum reported that the Capital Facilities element of the Comprehensive Plan will be
presented to the Board on Monday April 3, 1995 from 2 to 4 p.m.
Gary Rowe added that the required public meeting was held on the Irondale Incorporation
petition. The Auditor has issued an identifYing number for the petition and the 180 day clock is
ticking for the submission of the necessmy signatures to put this matter on the election ballot.

Chairman Huntingford asked about the request that came through last week for the County to do
a property rights ordinance? Gmy Rowe suggested that a workshop be scheduled to provide
more infonnation and to review similar ordinances from other counties. Chairman Huntingford
asked what the time frame is for holding this workshop? Gmy Rowe suggested that mid April
would be a target date for such a workshop.
PUBLIC COMMENT PERIOD: The following matters were discussed: Who is
running the Public Works Department; what the structure of the Public Works Department is
with the changes that have been made recently with the new position of Public Services
Director; changes made in the engineering section of the Public Works Department; and a report
of a truck that is half buried on Center Road possibly causing environmental pollution.
Declaration of Emergency: Commissioner Hinton moved to approve RESOLU-
TION 23-95 declaring an emergency due to weather conditions beginning the week of March 12
and continuing through March 18, 1995. Chainnan Huntingford seconded the motion which
cmTied by a unanimous vote.

HEARING NOTICE Re: Final Mitigated Determination of Non-significance
For the Thacker Short Subdivision Plat. SUB94-0068: Rita Thacker-Schlief: Commissioner
Hinton moved to set the hearing for the appeal of the final threshold determination for the
Thacker Short Subdivision #SUB94-0068 for Monday, April 17, 1995 at 2:00 p.m. Chairman
Huntingford seconded the motion which calTied by a unanimous vote
Preliminary Plat Approval and Review of Proposed Findings. Conclusions
and Recommendation: Subdivision Application. LPA94-0003: To Divide 13.5 acres into 12
Lots: Mats View Terrace: Harold Moe. Applicant: Associate Planner Jerry Smith reported
that this 13.5 acre parcel is to be divided into 12 lots. The parcel fronts on Oak Bay Road in the
Mats Mats Bay area. There is a well site with a well protection zone, open space areas, and
areas for community drain fields included in this subdivision. The proposal has been through
environmental review. A modified MDNS was issued on Mm'ch 22, 1995 and the appeal period
for that will end on April I, 1995.
Chairman Huntingford asked how the SEP A appeal process will impact the preliminary plat
approval process? Jerry Smith reported that the Board could continue the preliminary plat
review to another date, or they could consider approving the preliminary plat contingent on no
SEP A appeal being filed.
Commissioner Hinton asked why there is a condition requiring a cuI de sac adequate for school
bus turn around since the school bus won't go into this plat? Jerry Smith reported that the
condition was in response to a comment from the school district. The Fire District also
requested that the cui de sac be sized adequately for emergency vehicle turn around.

Commissioner Hinton moved to issue preliminaIY plat approval. Chairman Huntingford
seconded the motion for discussion. He noted that he hopes this approval won't encourage an
appeal because the SEP A appeal process is still open.
The Chairman called for a vote on the motion. The motion carried by a unanimous vote.
APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commis-
sioner Hinton moved to approve and adopt the items on the consent as presented. Chairman
Huntingford seconded the motion which which calTied by a unanimous vote.

13. AGREEMENT re: Community Services Grant for 1995 Services; Domestic
Violence and Sexual Assault Program
PUBLIC WORKS DEPARTMENT BRIEFINGS
HEARING re: Changing the Name of a County Road: Mt. Walker Road To
Spencer Creek Road: ChaiIman Huntingford opened the public hearing. Public Works
Transportation Planner Scott Kilmer rep011ed that there have been complaints from people
heading n011h on Highway 101 looking for the Mount Walker viewpoint and then turning onto
the County Road named Mt. Walker Road which doesn't go to the viewpoint. This change will
eliminate that confusion.
Hearing no comments, the ChaiIman closed the public hearing.
Commissioner Hinton moved to approve RESOLUTION NO. 25-95 changing the name ofMt.
Walker Road to Spencer Creek Road. Chainnan Huntingford seconded the motion which
carried by a unanimous vote.
HEARING re: Establishing a County Road: Tahlequah Lane: The Chairman
opened the public hearing on the establishment of a County road to be called Tahlequah Road.
Public Works Transp011ation Planner Scott Kilmer rep011ed that this road is necessary for access
to parcels adjacent to Highway 20 in the Glen Cove Industrial Park area. It is not assumed, at
this time, that a hard surface will be necessmy for this road.
Hearing no comments, the ChaiIman closed the public hem'ing.
Commissioner Hinton moved to approve RESOLUTION NO. 26-95 authorizing the establish-
ment of Tahlequah Lane. Chait man Huntingford seconded the motion which carried by a
unanimous vote.
Commissioner Hinton then moved to approve RESOLUTION NO. 27-95 creating County Road
project CR1211. ChaiIman Huntingford seconded the motion which carried by a unanimous
vote.
Application for Assistance from the Veterans Relief Fund: Commissioner
Hinton moved to approve the application for assistance from the Veterans Relief Fund submitted
by American Legion Post #26 in the amount of $400.00. ChaiIman Huntingford seconded the
motion which canied by a unanimous vote.
Ben Kizer. Ouilcene Ranger Station re: Update on Forest Service Programs
and Projects: Ben Kizer and Ron Humphrey of the Quilcene District of the U.S. Forest Service
updated the Bom'd on activities of the Forest Service in Jefferson County during the last year.
