WEEK OF MAY 15, 1995
The meeting was called to order by Chainnan Glen Huntingford. Commis-
sioner Richard W ojt was present. Commissioner Robert Hinton was not present.
APPROVAL OF THE MINUTES: Commissioner Wojt moved to approve
the minutes of April I? , May 1 and 8, 1995. Chainnan Huntingford seconded the motion
which carried by a unanimous vote.
COMMISSIONERS' BRIEFING SESSION
Emergency Management Coordinator Bob Minty re: Special Event
Permit; Shrimp Fest; Brinnon: Commissioner W ojt moved to approve the special
events permit for the Brinnon Shrimp Fest contingent on the correct insurance policy
paperwork being received. Chainnan Huntingford seconded the motion which carried by a
unanimous vote.
GMA Update: Public Services Director Gary Rowe reported on the meetings
scheduled for the week. He reported that the final changes for the Critical Aquifer
Recharge Areas Sections of the Critical Areas Ordinance will be given to the Board on
Wednesday. He then reviewed the way clustering could be handled in the ordinance.
Chainnan Huntingford asked that more information be provided about the impacts of any
clustering language in the ordinance before it is considered for approval.
PUBLIC COMMENT PERIOD: No public comments were received.

Vacancy on the Jefferson County Housing Authority Board: Commis-
sioner W ojt moved to advertise for people interested in serving on the Housing Authority
Board for an additional two weeks. Chainnan Huntingford seconded the motion which
carried by a unanimous vote.
Application for Assistance from the Veterans Relief Fund: Commissioner
W ojt moved to approve the application for the Veterans Relief Fund submitted by VFW
#3213 in the amount of$75.00. Chainnan Huntingford seconded the motion which carried
by a unanimous vote.
BUSINESS FROM COUNTY DEPARTMENTS:
PLANNING AND PERMIT CENTER
Request for Waiver of SEP A Fee; Mini Storage Project Located on
Rhody Drive; George Forker, Applicant: Community Services Director David Gold-
smith reported that when Mr. Forker reviewed his project with the County, he was advised
that the project could be reviewed as a whole or in phases. Mr. Forker decided to do his
project in phases, but is requesting that the fee for the SEP A review on the third mini-

storage waived. Pennit Technician Michelle Grewell reported that Mr. Forker indicated to
her that he would be pay the SEP A review fee on the whole project at some time in the
near future.
David Goldsmith suggested that the $200 SEP A fee, if paid now, could be applied to the
cost of the SEPA review for the whole project when that is done. Commissioner Wojt
moved to deny the request for waiver of the SEPA review fee for Mr. Forker's third mini-
storage unit. Chainnan Huntingford seconded the motion which carried by a unanimous
vote.
Big Quilcene River Project Permitting Process: Chainnan Huntingford
asked if there are any assurances that work on the upper part of the river will be done? Al
Scalf reported that there is no assurance. He explained that the State Department ofFish
and Wildlife will not give any assurance until after the State budget process is set and after
the feasibility study is completed (about June 15.) He noted that the shoreline pennit has
been submitted and that process has started. Chairman Huntingford asked why the State is
the lead agency on SEP A and other things? Associate Planner Jim Pearson reported that
since the applicant is the State Department ofFish and Wildlife, that agency is the lead
agency. Lou Haff, Interim Public Works Director, advised that the staff needs direction
from the Board on how to proceed with this project. An Executive Session, because this
project is under litigation, will be scheduled for next Monday. The Shoreline Pennit is due
for review and approval by the Board on June 19, 1995.
Appointment to the County Parks Advisory Board: Commissioner Wojt
moved to appoint Charlotte Laughlin to the County Parks Advisory Board. Her two year
tenn will expire May 14, 1997. Chainnan Huntingford seconded the motion which carried
by a unanimous vote.

A bid was received at 11: 17 am in the Commissioners Office :ITom Sahlberg Equipment.
After reviewing the situation with the Prosecuting Attorney, the Board refused to accept
the bid because it was received too late.
Commissioner W ojt moved to have the Public Works Department review the bids and
make a recommendation for bid award that is to the best advantage of the County.
Chainnan Huntingford seconded the motion which carried by a unanimous vote.
Lois Smith, Director of Juvenile and Family Court Services re: Request
to Exonerate a Contract Billing from a Grant from the State Department of Social
and Health Services (DSHS): Lois Smith reported that she is requesting and recommends
that the grant billing to the State Department of Social and Health Services on a prior year
contract, that was not billed by the County during the grant period be exonerated.
Commissioner W ojt asked what the other options there are for this under billing? Lois
Smith answered that the Board could bill the State for this contract work, but that becomes
hard to do because the books have been closed on this previous biennium contract.
Public Services Director Gary Rowe asked if the State has said that this billing won't be
paid if it is submitted by the County? Lois Smith answered that the State has just asked
the County for a detennination on how to proceed. She added that the information for the
contract work is available but some work would have to be done to get the billings in the
proper order. She doesn't know what exactly would be required of the County or how
much work it would take to prepare what is necessary to bill for this amount. Chainnan
Huntingford stated, and Commissioner W ojt agreed, that they would like to see the County
bill for this amount.
Gary Rowe noted that Juvenile Services had submitted an additional request regarding
additional staff (.6 of an FTE) for their office due to the truancy program. The Prosecuting
Attorney stated last week that it is not the responsibility of the County to do the work for
this program. He suggested that the School District be asked what they are going to do
about this program. Lois Smith explained that she disagrees that the Prosecuting Attorney
is not responsible for this work. The Prosecuting Attorney is statutorily the attorney for
the School District, and therefore responsible for this program.
The discussion continued regarding the services provided by the Prosecuting Attorney's
Office to the Juvenile Services Department, the aggressive truancy policy and additional
staff needs of the Juvenile Services Department and how that impacts other departments in
the Law and Justice arena.
HEARING re: Conditional Use Application; to Construct a Cellular
Communication Facility; Building and 150' Steel Tower with Antennas; Located on
Camelot Road, Quilcene; U.S. West New Vector Group: Chainnan Huntingford
opened the public hearing and read the hearing procedures. The following questions were

Associate Planner Jerry Smith reported that the Hearing Examiner heard this case twice
and has fonnulated a recommendation for denial of the project. The applicant has
requested that the Board overturn the Hearing Examiner's recommendation. Last week the
applicants attorney asked that the hearing be continued to June 5, 1995 at 2:00 p.m.
because several of their people could not be here today.
Scott Greenburg, URS Consultants representing the project proponents, said that they are
asking that this hearing be continued because their attorney and the US West Real Estate
Manager were not available to be here today. They are asking for a delay on their own
application, and he noted that typically in that situation the request for a continuance has
been granted.
Rick Sepler, Madrona Planning and Development Services, stated that the residents of that
neighborhood have some concerns about a continuation of the hearing because as working
citizens, it is a great expense for them to attend. There is also a home that is under
construction and work has stopped on it pending the outcome of this very lengthy process.
The applicant is represented by the law finn of Foster, Pepper and Sheffieman, which is
quite large and they have other attorneys that could have attended today. He feels that the
merits of the case would be best served if the hearing is held today.
Leslie Ross, representing her family, stated that she asked specifically, the last time this
happened, if this hearing could be delayed or postponed again and she felt she was assured
that it wouldn't happen again. She raised the issue because she felt that it might happen
again. Their lives have been put on hold for about 9 months because of this issue.
Chairman Huntingford explained that he did go back through the record of the previous
meeting and it appears that there was a mis-communication about the possibility of a
continuance of the hearing. He felt that what Ms. Ross was asking about was the deadline
for the submission of written infonnation.
Mr. Greenburg reported that a letter was sent to all adjacent properties owners, from the
Permit Center dated May 11, 1995, indicating that a continuation of the hearing had been
requested. Leslie Ross noted that they did receive that letter and they told Jerry Smith that
they objected to the continuation of the hearing.

Commissioner W ojt reported that it has been the Board's policy to approve continuances
when they are requested because the hearing should be fair to both sides.
Commissioner W ojt moved to approve the request for a continuance of this hearing to June
5, 1995 at 2:00 p.m. Chainnan Huntingford seconded the motion which carried by a
unanimous vote.
Rick Sepler asked Mr. Greenburg if they could be at the June 5, 1995 hearing? Mr.
Greenburg answered that the date is fine.
Letter of Support: 1995-1997 Consolidated Juvenile Services Funding
Application: Commissioner Wojt moved to approve and sign the letter of support to the
State for the 1995-1997 Consolidated Juvenile Services program funding. Chainnan
Huntingford seconded the motion which carried by a unanimous vote.
The meeting was recessed at the end of the scheduled business on Monday
and reconvened on Wednesday at 10:00 a.m. for a workshop to review the comments
received on the proposed Forest Resource Lands Ordinance.
